Job description

I. PURPOSE OF THE POSITION

This role aims to strengthen the organization's capacity to plan, coordinate, implement, monitor, and utilize learning to enhance the quality and effectiveness of the RPB REDD+ Project. The PMEL Officer will be fully dedicated to the RPB REDD+ Project and will support the translation of project objectives into clear outcomes, measurable indicators, robust monitoring and learning systems, and reliable data and evidence to inform decision-making, adaptive management, accountability, and continuous improvement throughout project implementation.

PMEL Officer acts as a bridge between program strategy, activity implementation, data, and decision-making needs. In this capacity, the PMEL Officer assists the program team in developing results frameworks, indicators, monitoring tools, and data collection and verification mechanisms, while also supporting the preparation of evidence-based reports. Beyond monitoring and evaluation, the PMEL Officer ensures that lessons learned during program implementation are identified, documented, and applied to program improvements. This is achieved through data analysis, reflective discussions with the team and partners, the systematic gathering of insights on challenges and practices, and the formulation of actionable recommendations.

PMEL Officer collaborates with program, technical, finance, partnership, and management teams to integrate PMEL into the program planning and implementation processes, ensuring it serves purposes beyond mere reporting requirements. Through a structured, evidence-based PMEL system, this role supports the organization in tracking progress, identifying risks and challenges, improving program quality, strengthening accountability, and facilitating data-driven decision-making. Ultimately, the PMEL Officer contributes to ensuring that results, achievements, challenges, and program learning are measurable, verifiable, and effectively communicated, thereby enhancing program effectiveness and informing program conclusion.

II. ROLES & RESPONSIBILITIES
A. Planning and Implementation Support
  • Conduct to develop and maintain PMEL plans, frameworks, timelines, and monitoring schedules aligned with organizational strategies, program objectives, and donor requirements.
  • Facilitate integration of PMEL processes into program planning, implementation, budgeting, and reporting.
  • Organize and facilitate PMEL planning sessions, indicator development workshops, reflection meetings, and review sessions with program teams and partners.
  • Track implementation progress against agreed results, indicators, milestones, and targets, and flag risks, gaps, or delays requiring management attention.
  • Provide technical support to program teams in developing results frameworks, theories of change, logframes, indicators, and monitoring plans.
B. Monitoring, Data Collection & Quality Assurance
  • Conduct and maintain appropriate monitoring tools, data collection methods, databases, dashboards, and reporting systems to track program performance.
  • Conduct collection, compilation, and analysis of quantitative and qualitative program data from field teams, partners, and other relevant sources.
  • Ensure data quality through systematic verification, validation, triangulation, and cross-checking of reported results.
  • Conduct periodic monitoring visits and data quality assessments to verify program progress and reported achievements.
  • Identify data gaps, inconsistencies, and emerging implementation issues and work with relevant teams to address them.
  • Maintain organized and accessible PMEL records, datasets, monitoring evidence, and Means of Verification (MoVs).
C. Evaluation & Performance Analysis
  • Conduct to planning and implementation of baseline, mid-term, end-line, outcome, impact, and other relevant evaluations.
  • Analyze monitoring and evaluation data to assess progress toward outputs, outcomes, and organizational goals.
  • Identify trends, performance gaps, unintended results, risks, and factors influencing program performance.
  • Conduct the development of evaluation Terms of Reference, methodologies, data collection instruments, and consultant coordination where required.
  • Translate evaluation findings into practical recommendations for program improvement and management decision-making.
D. Reporting & Evidence Management
  • Consolidate and analyze program performance information for internal management, donor, partner, and organizational reporting.
  • Prepare PMEL reports, performance updates, indicator tracking tables, dashboards, and other evidence-based management products.
  • Ensure reported results are accurate, consistent, timely, and supported by appropriate Means of Verification.
  • Provide program teams with relevant data and analysis to strengthen progress reports, donor reporting, proposals, concept notes, and other organizational documents.
  • Maintain a systematic repository of program results, evidence, lessons learned, and documentation for institutional reporting and future program development.
E. Learning & Adaptive Management
  • Facilitate regular reflection and learning session with program teams and partners to assess progress, identify what is working and what is not, understand the reason behind successes and challenges, und use these insight to inform adaptive programming and continuous improvement.
  • Document lessons learned, good practices, innovations, challenges, and adaptive management actions arising from program implementation.
  • Promote the use of monitoring and evaluation findings to inform program adjustments, strategic planning, resource allocation, and future program design.
  • Develop, document and disseminate learning products, success stories, case studies and evidence-based recommendations to capture program leaning, demonstrate impact, share good practices, and inform decision-making and future program.
  • Strengthen a culture of evidence-based decision-making and continuous learning across the organization.
F. Capacity Building & Technical Support
  • Build the capacity of program staff and partners on PMEL concepts, results-based management, indicator tracking, data collection, data quality, analysis, and reporting.
  • Provide technical guidance to teams in developing measurable indicators, monitoring tools, data collection methodologies, and reporting mechanisms.
  • Support to develop guidance materials, templates, SOPs, and tools to standardize PMEL practices across programs and projects.
  • Provide ongoing technical support to partners to strengthen their monitoring, reporting, data management, and learning capacities.
G. PMEL System Strengthening
  • Review and continuously improve organizational PMEL systems, processes, tools, and standards based on organizational needs and emerging good practices.
  • Ensure PMEL systems are aligned with organizational strategies, donor requirements, program commitments, and relevant standards.
  • Identify opportunities to improve the efficiency, quality, and use of program data through digital tools, dashboards, and integrated information systems.
  • Contribute to organizational learning by identifying cross-program trends, evidence gaps, and opportunities for knowledge sharing.
  • Support management in using PMEL evidence to strengthen organizational strategy, program quality, accountability, and long-term impact.
H. Safeguard, Risk Management & Compliance
  • Implement all activities with due regard for and commitment to Indigenous Peoples, Human Rights, Gender Equality, and inclusive conservation, in accordance with organizational standards and values.
  • Maintain the confidentiality of organizational data and information and act within the scope of delegated authority.
  • Contribute to identifying, analyzing, and assessing the level of risk.
  • Contribute to managing risks in accordance with established risk treatment strategies.
III. MATRIKS KOORDINASI

The PMEL Officer will report directly to the PMEL Specialist and work in close coordination with the Head of Program and the Program team within the Papua Landscape. The position will collaborate closely with the Program team to monitor project progress, track performance, and support the achievement of program objectives and targets. The PMEL Officer will also coordinate with relevant external stakeholders, including national, provincial, and local government authorities, as well as other partners and stakeholders, as required to support effective project implementation, monitoring, learning, and accountability.

IV. KUALIFIKASI
A. Pendidikan & Pengalaman
  • Minimum Bachelor's degree (S1) in Statistics, Data Science, Management, Economics, Conservation, or a related field. A Master's degree will be an advantage.
  • At least 2–3 years of relevant professional experience.
  • Minimum 2–3 years of experience in a relevant field and at a comparable position level.
