Clean Air Asia invites a Maritime Transport Researcher (Consultant) to support Indonesia projects focused on green shipping fuel pathways, policy briefs, and stakeholder engagement. The role coordinates consultants, engages regulators and industry, and ensures timely delivery of project outputs.
The position emphasizes technical inputs, coordination, and producing coherent recommendations for national decarbonization efforts in the maritime sector.
I. BACKGROUND
As global shipping accelerates its transition toward decarbonization, Malaysia and Indonesia are actively positioning themselves as future bunkering hubs while advancing national green shipping strategies. Both countries see green marine fuels not only as a climate imperative but also as a potential source of long‑term economic competitiveness. However, both face a critical risk: their status as palm oil‑rich economies has led to rapidly expanding biofuel policies that are being considered for extension into maritime applications. Without timely access to forward‑looking, system‑level analysis, biofuels may become framed as a primary solution for maritime decarbonization, potentially crowding out more sustainable alternatives and increasing the risk of stranded assets and strategic misalignment as international shipping shifts toward fuels such as green ammonia and green methanol.
At the same time, both countries are entering a critical policy window. Malaysia's National Energy Transition Roadmap sets a long‑term target of 40% low‑carbon fuel penetration in marine transport by 2050 and explicitly supports green ammonia and green methanol development. Ongoing policy processes including the Malaysia Maritime Decarbonization Strategy and Green Bunkering Regulatory Roadmap offer a timely opportunity to translate these ambitions into credible pathways. Similarly, Indonesia's National Hydrogen Strategy highlights hydrogen derivatives such as ammonia and methanol as promising low‑carbon fuels for shipping. Despite these signals, both countries face gaps in translating high‑level targets into sustainable long‑term fuel transition pathways, including limited awareness of biofuel's trajectory in global policies, insufficient assessment of alternative fuel resource potential, fragmented governance, and ambiguity on how to sequence investments to avoid lock‑in to suboptimal fuel choices.
Clean Air Asia will leverage on‑the‑ground resources, partnerships, and ongoing policy developments to strengthen national capacity and provide evidence‑based guidance for sustainable marine fuel development across three main activity areas: Green Shipping Fuel Pathway Capacity Building, Green Shipping Roadmap Development, and Alternative Marine Fuel Supply Assessment and Policy Briefs. To support the work in Indonesia, Clean Air Asia is seeking for a Maritime Transport Researcher (Consultant) to coordinate the work of the technical consultants, lead stakeholder engagement activities, and provide technical and operational support to ensure the effective and timely delivery of project activities and outputs.
II. JOB SUMMARY
The Maritime Transport Researcher (Consultant) will support the implementation of Clean Air Asia’s green shipping project in Indonesia, ensuring effective collaboration among technical consultants, meaningful stakeholder engagement, and timely delivery of project outputs.
