Clean Air Asia in Indonesia is seeking a Data Collection Coordinator to plan and supervise field data collection in Polugadung Industrial Estate and surrounding areas for an emissions profiling project. You will recruit and train enumerators, coordinate data collection schedules, and ensure complete, high-quality data submission in standardized formats.

• Strong communication skills, both verbal and written, in Bahasa Indonesia.

• Ability to work collaboratively with a team.
• Ability to follow detailed protocols and instructions.
• Familiarity with the Jabodetabek and surrounding areas is an advantage.
• Ability to travel within the region.
• Basic English is an advantage.

• Manage and oversee the data collection conducted by all enumerators at designated locations, while also personally conducting data collection in accordance with provided guideline.

• Ensure data consistency and completeness across all collection points.
• Provide regular progress reports to the Clean Air Asia team, including updates on data collection progress and any challenges encountered.
• Adapt to changes in project scope and approach as directed by the Clean Air Asia team.

Job description

In Indonesia, air quality issues are most severe in the Greater Jakarta area, known as Jabodetabek, which encompasses districts and cities across Banten, Jakarta, and West Java provinces. Addressing this a complex and multi-layered challenge that requires accurate data, political will, and strong partnerships. Therefore, to support informed and purposeful decision-making, science-based evidence is required.

Clean Air Asia with funding from Clean Air Fund is conducting initiative focuses on profiling emissions from Micro and Small Enterprises (MSEs) and other relevant small scale industrial activities. The study aims to characterize their activities, energy consumption, and emission sources, while identifying potential emission reduction opportunities. The findings will provide an evidence base to support the development of appropriate financing mechanisms for cleaner and lower emission technologies and practices.

Primary data collection is required to address limited availability of detailed activity and emissions related data for MSEs, including fuel consumption, production process, equipment use, and emission control technology. A Data Collection Coordinator will support the planning and implementation of field data collection, coordinate with relevant stakeholders and survey teams, and ensure that collected data are complete, consistent, and suitable for subsequent emission profiling and analysis.

II. JOB PURPOSE

This position will coordinate and conduct data collection throughout the selected area in Polugadung Industrial Estate and surrounding area, ensuring accurate and complete data acquisition to meet the specific needs of the air pollution modeling project, while maintaining data consistency with project standards. This position will report to the Air Quality and Climate Lead of Clean Air Asia based in Indonesia.

III. RESPONSIBILITIES AND SCOPE OF WORK

The coordinator shall carry out activities as detailed below. However, these are not limited as there may be changes depending on the project scope and approach as discussed and agreed upon with Clean Air Asia team:

• Recruit, train, and supervise a team of field enumerators within the selected region (Polugadung Industrial Estate)
• Develop and implement a clear schedule and workflow for data collection
• Manage and oversee the data collection conducted by all enumerators at designated locations, while also personally conducting data collection in accordance with provided guideline
• Ensure accurate and complete data recording and submission.
• Ensure data consistency and completeness across all collection points
• Provide regular progress reports to the Clean Air Asia team, including updates on data collection progress and any challenges encountered.
• Adapt to changes in project scope and approach as directed by the Clean Air Asia team

The deliverables and the outputs to be provided by the Data Collector Coordinator are as follows:

• A list of recruited enumerators, including contact information
• Accurate and complete data collection including fuel use, technology baseline, relevant pollutants, submitted in the specified format (e.g., spreadsheets, databases), raw data files and any associated field notes.
• Documentation that all data collection was performed in accordance with the provided protocols

Data Confidentiality:

The enumerators will not use or disseminate any project data for purposes beyond the defined scope of work without prior written authorization. All data will be handled with strict confidentiality.

V. DURATION, and FEES

The selected candidate will be engaged under an individual intermittent consultancy contract from January 1st, 2027, to February 28, 2027, covering up to 20 working days. The professional fee is competitive but may vary subject to the candidate’s professional qualifications and work experience. The Consultant will primarily work from home with fieldwork as required by the project.
