Clean Air Asia in Indonesia seeks an Air Quality Researcher (Consultant) to develop datasets and perform analyses for profiling emissions from MSEs and evaluating the air quality benefits of electric truck adoption. The position requires collaboration with the Indonesia Director and partners across government, industry, and academia.
The consultancy runs for 12 months with home-based work and occasional field activities, targeting data collection, modelling, and reporting to inform policy
Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.
In Indonesia, air quality issues are most severe in the Greater Jakarta area, known as Jabodetabek, which encompasses districts and cities across Banten, Jakarta, and West Java provinces. Addressing this a complex and multi-layered challenge that requires accurate data, political will, and strong partnerships. Therefore, to support informed and purposeful decision-making, science-based evidence is required. Clean Air Asia is implementing studies aimed at strengthening the evidence base for air pollution mitigation in Indonesia. Two ongoing initiatives require additional technical support for data collection, compilation, processing, and preliminary analysis under Clean Air Fund and ViriyaENB.
The first initiative focuses on profiling emissions from Micro and Small Enterprises (MSEs) and other relevant small scale industrial activities. The study aims to better understand their activity characteristics, energy consumption, emission sources, and potential emission reduction opportunities, including information that can support the development of appropriate financing mechanisms.
The second initiative assesses the potential air quality and health benefits of electric truck adoption in Indonesia. The study will establish baseline freight activity and emissions, with particular attention to PM2.5 and black carbon (BC), and develop the data required to assess different electric truck adoption scenarios. The study may include selected freight corridors or regions in Kalimantan, Sulawesi, and Nusa Tenggara.
The Air Quality Researcher (Consultant) will be engaged to support the development of datasets and technical analysis required for profiling emission from MSEs and assessing air quality and health benefits of electric truck adoption in Indonesia.
In coordination with the Air Quality and Climate Lead, the consultant shall carry out activities as detailed below. However, these are not exhaustive as there may be changes depending on the project scope and approach as discussed and agreed upon with Clean Air Asia team.
During the engagement, the Consultant is expected to deliver outputs as agreed upon in the project's work plan. These may include technical reports, emission inventories, data analyses, and Clean Air Action Plan recommendations, among others. All outputs must be submitted on time, of high quality, and aligned with Clean Air Asia’s standards.
Monthly payments will be processed upon submission of a signed invoice and approved timesheet covering the relevant period.
The selected candidate will be appointed for 12 months under a consultancy contract covering 20-22 person-days per month, with the possibility of an extension based on funding and satisfactory performance. The professional fee is competitive but may vary subject to the candidate’s professional qualifications and work experience. The Consultant will primarily work from home with occasional fieldwork as required by the project.
All applicants must clearly state in their cover letter how they meet the job specification above, as well as contact details of three referees.
We encourage early applications as applications will be processed as they arrive so the recruiting process may end earlier than closing date. Only short listed candidates will be contacted.
