Job summary

CATL in Indonesia seeks an experienced HR Planning Specialist to drive manpower allocation across 10 manufacturing lines, aligned with production plans and HQ policies.

You will monitor attendance, headcount, and labor cost indicators, while coordinating expatriate recruitment and local hiring, and maintaining HRIS data for accurate planning and reporting.

Qualifications

• 3+ years of experience in manpower allocation or planning.
• Manufacturing background with multi-line production preferred.
• HR or Industrial Engineering background or equivalent experience.

Responsibilities

• Plan and manage manpower needs across 10 manufacturing departments based on business and production plans.
• Create and adjust HC Planning or manpower allocation plans as operational needs change.
• Monitor attendance, working hours, overtime, and labor/production efficiency.
• Prepare weekly/monthly labor efficiency reports with improvement recommendations.
• Track monthly headcount and resource fulfillment status.
• Monitor labor cost indicators and drive corrective actions when needed.
• Handle expatriate recruitment and organizational transfers.
• Support the HR team on local hiring, from requirement to onboarding.
• Use HR systems accurately and consistently.
• Maintain manpower and employee movement records (onboarding, offboarding, transfers).
• Align information and HR policies with operation teams and HQ HR, ensuring issues and tasks are driven to closure.

Requirements

• Have 3+ years of experience, ideally at Engineer/Supervisor level.
• Strong experience in manpower allocation and workforce planning.
• Manufacturing background with multi-line production; automotive experience preferred.
• Able to work fast-paced, detail-oriented, and under pressure.
• HR or Industrial Engineering background (or equivalent experience).
• Mandarin speaking ability is a plus.
• Strong logical thinking and problem-solving skills.
• Good Excel skills — role is data/analysis heavy.
• Proactive, able to close issues independently.
