Qualifications

Chinese-speaking Group Holding HR Manager

Our client is a fast-growing Indonesian manufacturing and commercial holding group specializing in electrical equipment, consumer lighting, electronic appliances, and industrial technology.

Originally established as an electronics trading and import-distribution business, the group has successfully expanded into domestic manufacturing and now operates multiple manufacturing facilities across Indonesia, supported by more than 1,000 factory employees and a specialized team of Chinese engineers, technicians, plant managers, and procurement professionals.

The group is entering an aggressive expansion phase, including the development of a new large-scale manufacturing facility in Central Java. As the organization continues to grow across multiple entities and locations, it is strengthening its centralized corporate management structure and professionalizing its HR governance, performance management, labor compliance, and workforce management.

Job Role

The Group HR Manager - Mandarin Speaker will lead the development and implementation of standardized HR frameworks across the group’s headquarters, manufacturing facilities, and business entities.

Reporting directly to the Group Owner, this role will take ownership of group-wide HR policies, KPI and performance management, employment compliance, expar workforce governance, and HR team alignment across multiple locations.

The position will also serve as a key bilingual bridge between the Group Owner, Chinese management, plant leadership, and Indonesian HR teams, ensuring effective communication and consistent implementation of HR policies across the organization.

This is a strategic and hands-on leadership role for an experienced manufacturing HR professional who can help transition a rapidly growing, owner-led organization toward a more structured and professional HR governance model.

Key Responsibilities
Group HR Framework & Performance Management

Design, implement, standardize, and audit HR policies and employee handbooks across group entities.

Develop structured performance evaluation systems and quantitative KPI frameworks.

Establish consistent HR standards across headquarters and manufacturing facilities.

Professionalize middle-to-senior management HR processes and talent management.

Support the transition from owner-led HR practices toward a more structured corporate governance model.

Chinese & Cross-Cultural Workforce Management

Act as the primary bilingual HR liaison between the Group Owner, Chinese executives, plant managers, engineers, technicians, and Indonesian management teams.

Oversee employment contracts, onboarding, workforce administration, and compliance.

Coordinate RPTKA and ITAS-related requirements with relevant internal and external stakeholders.

Establish effective cross-cultural communication practices between Indonesian employees and Chinese management.

Ensure workforce policies are consistently implemented across business units.

Indonesian Labor Law & HR Compliance

Ensure group-wide compliance with Indonesian labor regulations and Ministry of Manpower requirements.

Provide guidance on PKWT/PKWTT employment structures, company regulations, and other employment matters.

Advise Chinese executives and management on Indonesian employment regulations.

Monitor regulatory developments and ensure HR policies remain compliant.

Support the resolution of complex employment and industrial relations matters.

Multi-Site Factory HR Oversight

Direct, mentor, and monitor local HR teams across the group’s manufacturing facilities.

Ensure plant HR teams implement group-wide HR policies and performance standards consistently.

Provide guidance on escalated industrial relations issues, labor disputes, and union-related matters.

Support HR readiness for new manufacturing facilities and future business expansion.

Establish regular reporting and monitoring mechanisms across regional HR functions.

Identify organizational and people-related gaps resulting from rapid business expansion.

Develop manpower planning, organizational structures, and talent-management initiatives.

Strengthen management accountability through measurable performance indicators.

Build a high-performance culture across corporate and manufacturing environments.

Provide HR insights and recommendations directly to the Group Owner to support business decisions.

Requirements
Education

Bachelor's Degree (S1) in Human Resources Management, Law, Business Administration, Psychology, or a related field.

Experience

Minimum 8+ years of progressive HR & GA experience, with at least 3 years in a managerial or group-level HR position.

Proven experience managing HR across multiple manufacturing sites, business entities, or holding-company environments.

Strong background in manufacturing, industrial, or factory environments with large employee populations.

Experience supporting organizations with approximately 1,000+ employees is highly preferred.

Proven experience professionalizing HR frameworks within an owner-led or rapidly growing organization.

Experience managing Chinese employees and working closely with Chinese management is strongly preferred.

Technical & Managerial Expertise

Strong knowledge of Indonesian labor regulations and employment practices.

Hands-on knowledge of RPTKA, ITAS, and workforce compliance.

Strong expertise in KPI development, performance management, HR policy development, and organizational structuring.

Experience guiding plant-level HR teams on industrial relations, labor compliance, and employee matters.

Strong understanding of multi-site HR governance and centralized HR systems.

Language

Fluent Mandarin Chinese (spoken and written) is mandatory.

Professional fluency in Bahasa Indonesia and English.

Strong leadership and stakeholder-management capabilities.

Strategic thinker with a hands-on execution mindset.

Highly structured, analytical, and process-oriented.

Strong communication skills across Chinese and Indonesian business cultures.

Able to operate independently and work directly with business owners and senior management.

Comfortable working in a fast-paced, expanding manufacturing environment.

Working Arrangement

On-site at PIK, North Jakarta.

Monday-Friday: 08:30-17:00 WIB.

Saturday: 08:30-14:00 WIB.
