Job summary

TechnipFMC plc is seeking a Local Content Compliance professional to manage and coordinate requirements across tenders, contracts, and project execution. Qualifications

• Bachelor's degree in Business, Engineering, Supply Chain, Economics, Law, or related discipline.
• 3–5 years of experience in commercial, tendering, procurement, contracts, or local content management.
• Knowledge of Indonesian Local Content (TKDN), PTK 007, SKK Migas requirements, and Oil & Gas tender processes is preferred.
• Strong analytical, negotiation, and stakeholder management skills.
• Proficient in Microsoft Office applications, especially Excel and PowerPoint.
• Excellent verbal and written communication skills in English and Bahasa Indonesia

Responsibilities

• Review tender documents and customer requirements related to local content (TKDN, local manufacturing, local services, workforce localization, etc).
• Develop local content compliance strategies for bids and proposals.
• Ensure all quotations and commercial offers comply with applicable local content regulations and customer requirements.
• Coordinate with Engineering, Supply Chain, Operations, Finance, and Manufacturing teams to identify local content opportunities.
• Prepare local content documentation required for tender submissions.
• Collect and validate local content data from internal and external stakeholders.
• Support bid/no-bid evaluations by assessing local content risks and opportunities.
• Prepare quotations, tenders, and customer proposals.
• Develop and validate cost along with Estimating & Tender Support Team.
• Analyze cost structures and identify pricing assumptions, risks, and opportunities.
• Coordinate pricing reviews and approvals to ensure commercially competitive and profitable proposals.
• Review contracts for local content obligations and commitments.
• Monitor project execution to ensure fulfillment of local content requirements.
• Support commercial negotiations involving local content commitments.
• Renew and arrange new Local Content Certificate.
• Track and report local content performance against contractual commitments.
• Maintain local content databases, records, certificates, and supporting documentation.
• Prepare periodic management reports on local content compliance and performance.
• Interface with customers, regulatory agencies, certification bodies, and industry stakeholders regarding local content matters.
• Support local content audits, assessments, and verification activities.
• Stay updated on local content regulations, industry developments, and government policies.
• Recommend process improvements to enhance local content performance.
• Support training and awareness programs related to local content requirements.
• Collaborate with Procurement to increase local sourcing opportunities.
