DT Global leads the MERL function for KINETIK in Indonesia, owning an integrated MERL system that links performance, evidence and learning to governance and adaptive management. This role oversees a MERL team and coordinates with government partners, donors, and private sector actors to ensure evidence informs decisions.

The Head of MERL requires 10+ years in MERL leadership, a postgraduate qualification, and strong English; Bahasa Indonesia is desirable.

Qualifikationen

• Postgraduate qualification in monitoring and evaluation, international development, public policy, research, economics, social science or a related field.
• At least 10 years of progressively responsible experience leading MERL, evaluation, learning or performance functions in complex development, infrastructure, climate, governance or multi‑partner programs.
• Demonstrated ability to design and lead integrated MERL systems that combine performance monitoring, evaluation, reflection, learning, adaptation and knowledge use.
• Strong experience working with bilateral donors, government counterparts, multilateral development banks, development finance institutions or other diverse delivery partners.
• Advanced capability in mixed‑method evaluation, systems thinking, contribution analysis, theory‑based approaches and outcome‑level assessment.

Aufgaben

• Owns KINETIK's integrated MERL system and provides the principal internal and external interface on performance, evidence and learning.
• Ensures MERL, learning, and knowledge management operate as one coherent function supporting governance and adaptive management.
• Leads and mentors MERL staff across roles and coordinates with partners and stakeholders to align evidence use with decision-making.
