General Affairs & HR Manager (Mandarin Speaker Only)
About the role (ONLY FOR THOSE WHO CAN SPEAK IN MANDARIN)
This is a GA Manager / GA & HR Manager position for the Bekasi Project, based in Jakarta at DEA Tower. The role combines General Affairs management with HR administration and government liaison responsibilities, requiring leadership of administrative and operational support functions while maintaining relationships with government authorities and external stakeholders.
Key responsibilities
- Lead and oversee the company's General Affairs function, ensuring smooth day-to-day administrative and operational support
- Manage government liaison and external relations, including communication and coordination with relevant government authorities, local institutions, and other external stakeholders
- Maintain good relationships with local government and relevant authorities to support the company's project development and business operations
- Handle and coordinate HR-related matters, including employee administration, recruitment, onboarding, BPJS, payroll coordination, employee relations, and HR documentation
- Oversee GA operations, including office facilities, company assets, accommodation, procurement, transportation, employee welfare, and other administrative needs
- Manage and coordinate employee accommodation and project-related facilities, ensuring they are properly maintained and meet operational requirements
- Coordinate administrative and regulatory matters related to Chinese expatriate employees, including visa, work permit, residence permit, and other relevant documentation
- Ensure HR and GA policies and practices comply with Indonesian labor regulations, administrative requirements, immigration regulations, and local government policies
- Coordinate with internal departments, external vendors, government authorities, and local stakeholders to ensure smooth HRGA and project operations
- Support management in handling various administrative, government, and employee-related matters as required
About you
- Minimum 5 years of experience in General Affairs, HRGA, Administration, or a similar managerial role
- Strong experience in government liaison / government relations, with proven ability to communicate and coordinate effectively with local government authorities
- Solid experience in General Affairs management, including facilities, accommodation, assets, procurement, administration, and vendor management
- Experience in HR management and employee administration
- Good knowledge of Indonesian labor laws, administrative regulations, immigration procedures, and local government requirements
- Strong understanding of Indonesian local culture and experience dealing with government institutions and external stakeholders
- Experience in the power, energy, construction, infrastructure, or related industries would be highly preferred
- Strong communication, coordination, negotiation, and problem-solving skills
- Mandarin-speaking ability is required, particularly for communication with Chinese management and expatriate employees
