Job summary

Waruna Shipping Group seeks an experienced DPA / QHSE Manager – Harbour Tug to oversee the company's QHSE framework and ensure ISM Code and SMS across the Harbour Tug Fleet. Qualifications

• Bachelor's degree in Marine Transportation, Marine Engineering, Nautical Science, or a related field.
• Minimum 9 years of experience in QHSE, Marine Safety, Marine Compliance, or Harbour Tug operations.
• Proven experience as a Designated Person Ashore (DPA) is highly preferred.
• Seafaring experience with a minimum rank of Master on Harbour Tug vessels is required.
• Strong understanding of ISM Code, ISPS Code, SMS, QHSE management systems, maritime regulations, and marine safety practices.

• Act as the Designated Person Ashore (DPA) and ensure effective communication between shore management and vessel crews on safety, QHSE, and SMS matters.
• Ensure consistent implementation and compliance with the International Safety Management (ISM) Code across the Harbour Tug Fleet.
• Lead the implementation, monitoring, and continuous improvement of the Company's Safety Management System (SMS) and QHSE management framework.
• Monitor vessel QHSE performance, operational compliance, safety indicators, monthly reports, audit findings, and non-conformities to identify risks and improvement opportunities.
• Coordinate with Masters, Chief Officers, and vessel crews to ensure safety drills, emergency preparedness, risk controls, and onboard QHSE activities are conducted effectively and in accordance with regulatory and company requirements.

We are seeking an experienced DPA / QHSE Manager – Harbour Tug to oversee the Company's QHSE framework and ensure the effective implementation of the International Safety Management (ISM) Code and Safety Management System (SMS) across the Harbour Tug Fleet. In this role, you will act as the key link between shore management and vessel operations, ensuring that safety, quality, environmental, and regulatory requirements are consistently implemented across the fleet.

You will work closely with Masters, vessel crews, internal departments, classification societies, flag administrations, clients, and relevant authorities to manage operational risks, strengthen QHSE performance, maintain regulatory compliance, and drive continuous improvement. Responsibilities

• Act as the Designated Person Ashore (DPA) and ensure effective communication between shore management and vessel crews on safety, QHSE, and SMS matters.
• Ensure consistent implementation and compliance with the International Safety Management (ISM) Code across the Harbour Tug Fleet.
• Lead the implementation, monitoring, and continuous improvement of the Company's Safety Management System (SMS) and QHSE management framework.
• Monitor vessel QHSE performance, operational compliance, safety indicators, monthly reports, audit findings, and non-conformities to identify risks and improvement opportunities.
• Coordinate with Masters, Chief Officers, and vessel crews to ensure safety drills, emergency preparedness, risk controls, and onboard QHSE activities are conducted effectively and in accordance with regulatory and company requirements.
• Plan, conduct, and monitor internal audits and coordinate external audits and inspections conducted by flag administrations, classification societies, clients, and relevant authorities.
• Lead investigations of incidents, accidents, near misses, non-conformities, and other QHSE-related events, including root cause analysis and development of effective corrective and preventive actions.
• Monitor the implementation and timely closure of corrective and preventive actions arising from audits, inspections, incidents, and other QHSE findings.
• Ensure effective crew familiarization programs are conducted prior to sign-on, particularly regarding Safety, ISM Code, ISPS Code, environmental requirements, and relevant company procedures.
• Provide guidance and support to vessel crews on QHSE, environmental protection, emergency preparedness, risk management, and regulatory compliance.
• Ensure compliance with applicable local and international maritime regulations, customer requirements, classification requirements, and company QHSE standards.
• Promote a proactive safety and quality culture and drive continuous improvement initiatives across harbour tug operations.
• Conduct regular vessel visits to assess QHSE performance, onboard safety practices, SMS implementation, and operational compliance.
• Coordinate with relevant internal departments and external stakeholders on QHSE, audit, compliance, and regulatory matters.
• Prepare QHSE performance reports, management updates, trend analysis, and recommendations for improvement.
• Support the development, review, and continuous improvement of QHSE policies, procedures, guidelines, and management systems.
• Perform other QHSE, marine safety, compliance, and operational projects as directed by management.

Requirements

• Proven experience in QHSE audit management, incident and accident investigation, risk assessment, root cause analysis, and corrective/preventive action management.
• Strong understanding of harbour tug operations and onboard marine safety practices.
• Strong leadership, communication, coordination, and stakeholder management skills.
• Excellent analytical and problem-solving abilities with a proactive and preventive approach to QHSE management.
• High level of integrity, accountability, and attention to detail in handling safety, quality, environmental, and compliance matters.
• Able to work independently and effectively coordinate with vessel crews, shore management, and external stakeholders.
• Willing to conduct regular vessel visits and travel as required.
• Willing to be placed in Kelapa Gading, North Jakarta.
