Job summary

Roll Sg Pte Ltd is seeking an experienced Marine Operations Supervisor to plan, supervise and coordinate ballast, de-ballasting and mooring activities for barges and floating structures in heavy-lift and offshore transport operations. You will ensure safety and regulatory compliance while coordinating with Barge Master, Tug Master and project engineers.

The ideal candidate has a Diploma or Bachelor's in Marine Engineering with 7–10 years in marine operations and 3–5 years in a supervisory role,

Qualifications

• Diploma or Bachelor's degree in Marine Engineering, Nautical Science, Marine Transportation, Mechanical Engineering, Offshore Engineering, or related discipline preferred.
• Minimum 7-10 years of relevant experience in marine operations, ballasting, mooring, barging, offshore construction or port operations.
• Minimum 3-5 years of supervisory or lead experience in ballast, mooring, barge, tug, load-out, or marine operations.

Responsibilities

• Plan, supervise, coordinate and control ballast, de-ballasting and mooring activities for barges and related assets.
• Review and implement ballast, de-ballast, mooring, load-out/in, towing and project method statements.
• Supervise sequences to maintain draft, trim, heel/list, freeboard, stability margin and deck loading.
• Verify tank levels, sounding records, draft readings, pump performance, valve positions and control parameters.
• Coordinate mobilization, inspection and demobilization of pumps, hoses, manifolds, valves, gauges and remote-control systems.
• Plan mooring arrangements and monitor line tension, vessel position, environmental and berth conditions.
• Coordinate with Barge Master, Tug Master, Marine Superintendent, Heavy Lift Supervisor, SPMT Supervisor, Project Engineer and HSE.
• Lead pre-job meetings, toolbox talks, risk assessments, permit-to-work briefings and emergency briefings.
• Ensure PPE usage and compliance with exclusion zones, lifting/rigging controls and stop-work requirements.

Job description

To plan, supervise, coordinate, and control ballasting, de-ballasting, and mooring activities for barges, pontoons, floating structures, and associated marine assets during heavy-lift, load-out, load-in, float-off, towing, berthing, and marine transport operations. The position ensures that all critical marine activities are conducted safely, in accordance with approved engineering plans, operational procedures, project requirements, and applicable marine regulations.

Key responsibilities

Review and implement approved ballast plans, de-ballast plans, mooring plans, load-out/load-in procedures, towing plans, and project method statements.

Supervise ballasting and de-ballasting sequences to maintain the required draft, trim, heel/list, freeboard, stability margin, and deck-loading condition.

Verify ballast tank levels, sounding records, draft readings, pump performance, valve positions, line-ups, and operational control parameters before and during critical activities.

Supervise the mobilization, inspection, operation, and demobilization of ballast pumps, hoses, manifolds, valves, gauges, remote-control systems, generators, and related equipment.

Plan and supervise mooring arrangements, including mooring lines, wires, chains, anchors, winches, bollards, fairleads, shackles, fenders, and protective arrangements.

Monitor line tension, barge position, environmental conditions, tidal movements, currents, wind, sea state, berth conditions, and other operational limitations.

Coordinate closely with the Barge Master, Tug Master, Marine Superintendent, Heavy Lift Supervisor, SPMT Supervisor, Project Engineer, Rigger Foreman, HSE personnel, client representatives, and marine surveyors.

Lead pre-job meetings, toolbox talks, task risk assessments, permit-to-work briefings, and emergency response briefings related to ballast and mooring activities.

Ensure that all personnel use the required personal protective equipment and comply with approved exclusion zones, communication protocols, lifting/rigging controls, and stop-work requirements.

Stop or suspend work when an unsafe condition, unexpected vessel movement, equipment malfunction, adverse weather condition, or deviation from the approved plan is identified.

About you

Diploma or bachelor's degree in Marine Engineering, Nautical Science, Marine Transportation, Mechanical Engineering, Offshore Engineering, or a related discipline is preferred.

Equivalent marine operational experience may be considered, subject to company requirements.

Minimum 7-10 years of relevant experience in marine operations, ballasting, mooring, barging, heavy lift, offshore construction, port operations, or engineered transport.

Minimum 3-5 years of supervisory or lead experience in ballast, mooring, barge, tug, load-out, or marine operations.

Demonstrated experience in critical operations involving heavy cargo, deck cargo, offshore modules, fabrication yards, or similar high-risk marine activities is preferred.
