Job summary

Liberty International Insurance Limited is seeking a Tech Strategy & Planning Manager to drive development and execution of technology strategies and delivery for the APAC region, with emphasis on Hong Kong and Singapore. The role combines strategic financial planning, performance tracking, and cross-functional collaboration with vendors and leadership.

You will coach teams on vendor management, resource planning, and ROI/NPV analysis while shaping IT roadmaps and governance across multiple

Qualifications

  • Bachelor's degree required in Commerce, Economics, Finance, Data Analytics or related disciplines.
  • At least 5 years' experience in a similar role, including 2 years in managing Tech Finance.
  • Proven project management experience.
  • Advanced Excel/PowerPoint/PowerBI skills for modelling and scenario testing.

Responsibilities

  • Lead and own annual planning cycles and facilitate workshops within IT as well as through effective business engagement.
  • Develop, maintain and collate artefacts for project prioritization through effective collaboration with Transformation and Change Delivery Team.
  • Monitor and manage budget for IT, as well as performance on projects.
  • Prepare monthly IT reports to senior stakeholders (including country leadership, the boards and risk committees) and also as input to other reports.
  • Support IT roadmap development effort through effective partnership with a broad business and IT stakeholder groups, local and abroad.
  • Provide advisory to IT leadership team on resource planning, demand management and effective utilization.
  • Create and review business cases and investment proposals for IT initiatives; quantify ROI, NPV, and payback period. Monitor performance on IT investment based on OKRs.
  • Lead ad hoc initiatives as directed through effective coordination within IT and with business leadership teams.
  • Effective vendor management through on-boarding, monitoring and liaising with Legal and Compliance team on outsourcing management.
  • Ensure strong IT governance, adapt best practice, and drive changes across Hong Kong and Singapore.
  • Perform related duties as assigned by your manager.

Tech Strategy & Planning Manager - HK&SG

The Tech Strategy & Planning manager is a hands on role to drive the development and execution of Technology strategies and delivery for LII APAC, with focus on Hong Kong and Singapore, through alignment with a wide group of business stakeholders and cross-functional leaders. The role combines strategic and financial planning, performance tracking, prioritisation and strategic partnership with vendors to inform decisions by senior leadership and to ensure successful delivery of key initiatives. This role is also responsible for coaching and mentoring of team member(s) on the day-to-day vendor management, financial management and IT resource capacity planning and utilisation.

Job Responsibilities:

Lead and own annual planning cycles and facilitate workshops within IT as well as through effective business engagement

Develop, maintain and collate artefacts for project prioritization through effective collaboration with Transformation and Change Delivery Team

Monitor and manage budget for IT, as well as performance on projects

Prepare monthly IT reports to senior of stakeholders (including country leadership, the boards and risk committees) and also as input to other reports. Track performance through a variety of matrices

Support IT roadmap development effort through effective partnership with a broad business and IT stakeholder groups, local and abroad. Seek buy in and exercise influence to achieve the desired outcomes

Provide advisory to IT leadership team on resource planning, demand management and effective utilization

Create and review business cases and investment proposals for IT initiatives; quantify Return on Investment (ROI), Net Present Value (NPV), and payback period. Monitor performance on IT investment based on pre-agreed Objective & Key Results (OKRs)

Lead ad hoc initiatives as directed through effective co-ordination within IT and with business leadership teams

Effective vendor management through on-boarding, monitoring and liaising with Legal and Compliance team on outsourcing management
