Holland Design and Build Limited in Hong Kong seeks an Assistant Project Manager / Site Agent to lead site execution, planning, and coordination for building renovations and A&A works within private commercial/residential sectors and HA frameworks.

The Assistant Project Manager / Site Agent is responsible for leading site execution, planning, and coordination for building renovation, A&A works in the private commercial/residential sector, as well as minor works and term maintenance orders under Hong Kong Hospital Authority (HA) frameworks. The role requires balancing high-spec finish standards on private jobs with stringent infection control, safety, and operational continuity protocols within live healthcare environments.
Project Planning & Site Management
Oversee day-to-day on-site operations, resource allocation, plant deployment, and sub-contractor coordination.
Formulate and update master programmes, and detailed work methods (Method Statements / Risk Assessments) for private A&A and HA Work Orders.
Coordinate night works, phased handovers, and emergency response works typical of term contracts.
Manage site logistics, statutory BD/HA submission timelines, and statutory inspection arrangements.
HA Term Contract Execution & Hospital Coordination
Liaise directly with Hospital Authority Facility Management, hospital clinical heads, and administrative staff to arrange work permits, hot-work permits, and access.
Enforce rigorous Infection Control Risk Assessment (ICRA) protocols, including negative pressure containment, HEPA filtration, dust screens, and dedicated debris routes in active wards/departments.
Manage isolation and diversion of building services (plumbing and drainage) with zero unplanned disruption to hospital operations.
Supervise measurement of works, verify job sheets, and track HA term contract Schedule of Rates (SOR) items.
Coordinate structural alterations, layout changes, MEP diversions, and fitting-out details with private clients, architects, and structural engineers.
Monitor workmanship, material submissions, sample approvals, and shop drawing revisions.
Assist in statutory BD compliance (e.g., Authorized Person (AP) / Registered Structural Engineer (RSE) site inspections, Form BA14 handovers).
Commercial, Safety & Quality Assurance
Assist the Project Manager and Quantity Surveyor in interim payment claims, variation orders (VOs), extension of time (EOT) assessments, and final accounts.
Enforce safety policies under the Factories and Industrial Undertakings Ordinance (FIUO) and HA Safety Management System.
Conduct joint inspections with client representatives, prepare defect lists, and supervise snagging works prior to handover.
Education: Higher Diploma or Degree in Building Studies, Civil/Structural Engineering, Construction Management, Surveying, or related disciplines.
Experience:
4-6+ years of site supervision/project management experience in main contractor building works.
Proven track record in A&A, fitting-out, or maintenance contracts in Hong Kong.
Direct experience in Hospital Authority Term Contracts, hospital refurbishments, or live-premises renovation is strongly preferred.
Certifications / Registrations:
Valid Construction Industry Safety Training Certificate (Green Card).
TCP (Technically Competent Person) T1/T2/T3 qualification is an advantage.
Construction Workers Registration Card.
Certified Safety Supervisor / ICRA awareness training is an advantage.
Well-versed in local regulations, Buildings Ordinance (CAP 123), and Hospital Authority safety/infection control guidelines.
Strong problem-solving, stakeholder coordination, and sub-contractor management abilities.
Proficiency in AutoCAD, Microsoft Project, and MS Office.
Good command of spoken and written English and Cantonese.
