Qualifications

• Bachelor's Degree in Building Services Engineering, Electrical Engineering, Mechanical Engineering, Facilities Management, or a related discipline.
• Corporate membership of a recognized professional institution such as HKIE or equivalent.
• Registered Professional Engineer (RPE) qualification is an advantage.
• Registered Electrical Worker (Grade C or above) is preferred.
• 8–10 years of relevant experience in building services, facilities management, or capital works.
• Experience in renovation, upgrading, maintenance, and building services projects.
• Experience in contract administration, tendering, procurement, budgeting, and stakeholder management.
• Healthcare/elderly care or related projects an advantage.
• Strong PM, planning, coordination, and organisational skills.
• Analytical, negotiation, and decision-making abilities.
• Knowledge of building services systems and statutory requirements.
• Understanding of procurement procedures and facilities maintenance practices.
• Excellent communication, interpersonal, report-writing, and presentation skills.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Ability to manage multiple projects and stakeholders simultaneously.
• Fluent in written/spoken English, Chinese, and Putonghua.

Responsibilities

• Coordinate with internal users, consultants, developers, government departments, and service operators in planning and development of elderly housing and care-related projects.
• Gather, analyse, and consolidate user requirements and operational needs to ensure alignment with service objectives.
• Facilitate incorporation of Ageing-in-Place, accessibility, and elderly-friendly design principles.
• Manage renovation, upgrading, maintenance improvement, and capital works projects for SCRS, TTH, RCHEs, and other SEWS facilities.
• Oversee tender preparation, procurement processes, contract administration, project implementation, testing, commissioning, and handover.
• Monitor project progress, budgets, quality standards, risks, and timelines.
• Liaise with internal departments, consultants, contractors, operators, authorities, and external stakeholders.
• Coordinate project meetings and timely resolution of technical and operational issues.
• Ensure facilities, systems, projects, and contractors comply with statutory requirements, licensing, company standards, and best practices.
• Monitor outsourced service operators and contractors for compliance with legislation and contractual obligations.
• Provide professional advice on building services systems including electrical, HVAC, fire services, lifts, plumbing, and drainage.
• Recommend and implement improvements to safety, user comfort, efficiency, sustainability, and service quality.
• Supervise, coach, and develop subordinate staff for quality and growth.
• Prepare management reports, project updates, budget forecasts, technical evaluations, and presentation materials.
• Undertake other duties as assigned by the supervisor.
