Job summary

QEELIN LTD in Hong Kong is seeking an Assistant Manager, Regulatory & Quality to help implement and maintain CSAR-compliant quality, safety and regulatory systems. You will also support product merchandising and inventory tracking in a lean startup setting.

You will coordinate with testing labs for safety assessments, maintain GMPC and CoA documentation, assist audits, and work with procurement, marketing and supply chain to embed compliance into product development and launches.

Qualifications

• Hold a degree in Cosmetics, Chemistry, Chemical Engineering, Biology, Medicine, Food Science, Public Health, or Law.
• Hold at least 5 years of work experience in production or quality control within cosmetics.
• Familiar with national laws and regulations, standards, and specifications in cosmetics.
• Fluent in English and Chinese (Mandarin & Cantonese).

Responsibilities

• Assist in maintaining product filing dossiers (General Cosmetics Notification) on NCRFP.
• Support labeling review to ensure Chinese labeling compliance.
• Monitor updates in national cosmetic regulations and internalize changes for team awareness.

Summary

The Quality and Safety Executive will support the implementation and maintenance of Qeelin Fragrance's product quality, safety, and regulatory compliance systems in accordance with China's Cosmetic Supervision and Administration Regulation (CSAR) and related standards. This role will assist to ensure all products meet national requirements for safety, labeling, production, and post-market monitoring. While the primary focus is on quality, safety, and regulatory compliance, the role will also provide some support to product merchandising operations, including inventory tracking - enabling cross-functional agility within a lean startup environment.

HOW YOU WILL CONTRIBUTE

The Assistant Manager, Regulatory & Quality supports the implementation and maintenance of Qeelin Fragrance's quality, safety, and regulatory compliance framework, ensuring adherence to China's Cosmetic Supervision and Administration Regulation (CSAR) and related requirements. The role is responsible for supporting product compliance across safety, labeling, manufacturing, and post-market monitoring, while also providing operational support in product merchandising and inventory tracking.

Quality and safety

Regulatory & Product Compliance Support

• Assist in preparing and maintaining product filing dossiers (General Cosmetics Notification) on the National Cosmetics Registration and Filing Platform (NCRFP).
• Support labeling review to ensure compliance with Chinese labeling requirements (e.g., ingredient listing, net content, warning statements).
• Monitor updates in national cosmetic regulations and internalize changes for team awareness.

Quality Management System (QMS) Support

• Assist in maintaining documentation for Good Manufacturing Practice (GMPC) and internal quality procedures.
• Support raw material and finished product documentation tracking, including CoAs (Certificates of Analysis).
• Participate in internal audits and preparation for regulatory inspections.

Product Safety & Testing Coordination

• Coordinate with testing labs for microbiological, stability, and safety assessments.
• Maintain records of product safety reports and stability data.
• Assist in compiling Product Information Files (PIFs) as required.

Adverse Event & Post-Market Monitoring

• Help manage the adverse event reporting system.
• Log and track consumer complaints related to product quality or safety.
• Support recall simulations and actual product recall procedures if needed.

Cross-Functional Collaboration

• Work closely with procurement, marketing, and supply chain teams to ensure compliance is embedded in product development and launch processes.
• Provide compliance input during new product development (NPD) stages.

Training & Continuous Learning

• Attend mandatory training programs organized by NMPA or provincial authorities.
• Support training material preparation for internal staff on quality and safety topics.

Product Merchandising

Inventory & Stock Visibility Support

• Track inventory levels across key sales channels (online and offline).
• Generate simple reports on sales velocity and product performance for marketing and supply team.
• Alert team leads to low stock or slow-moving items.
• Assist in coordinating sample inventory for gifting, PR, or events.

WHO YOU ARE

• Hold a degree in Cosmetics, Chemistry, Chemical Engineering, Biology, Medicine, Food Science, Public Health, or Law.
• Hold at least 5 years of work experience in production or quality control within the cosmetics industry
• Candidates with equivalent experience in pharmaceuticals, medical devices, or special medical purpose foods may also be considered, as such experience can be recognized as comparable to cosmetics management experience under regulatory guidelines.
• Be familiar with national laws and regulations, national standards, and technical specifications related to the cosmetics industry.
• A fast learner and a good team player with strong communication and interpersonal skills
• Detail-oriented, self-motivated, and able to work independently
• Proficient in both spoken and written English and Chinese (Mandarin & Cantonese)
• Computer literate with excellent knowledge and hands-on experience in Excel, PowerPoint, and other MS Office applications
