Job summary

ASK IT Limited is seeking an experienced Project Manager with System Analyst experience to drive the implementation and governance of two major IT systems: Licensing Management Information System and e-Form Submission System.

The role requires coordination with internal users and external IT vendors, risk and issue management, and delivery of projects from initiation through post-implementation support. Proficiency in English and Chinese is essential.

Qualifications

• Bachelor’s degree or above in Computer Science, Information Technology, Information Systems, Engineering or related disciplines.
• PMP certification or equivalent qualification.
• 15 years of Information Technology experience.
• 6 years of project management experience.
• 3 years of system analysis experience.
• Solid experience in IT system implementation projects.
• Strong experience in vendor and stakeholder management and governance.
• Proven ability in reviewing system documentation, functional specs, and project plans.
• Strong communication, coordination and presentation skills.
• Proficiency in English and Chinese (written and spoken).

Responsibilities

• Act as the key contact point between client, contractors, internal users and stakeholders.
• Manage and monitor overall project progress, timeline, risks, issues and deliverables.
• Support full project lifecycle from initiation to closure.
• Review project, implementation, testing, and technical deliverables from vendors.
• Coordinate with business users and technical teams to clarify requirements and details.
• Provide system analysis support including review of design, specs and workflows.
• Monitor vendor performance and ensure deliverables meet scope and quality.
• Maintain and update project management documents and progress reports.
• Prepare regular status reports highlighting risks, dependencies and actions.
• Support UAT, implementation activities, rollout and post‑implementation support.
• Resolve system incidents, defects and operational issues as needed.
• Ensure services and deliverables satisfy client expectations.

Job description

Our client is looking for an experienced Project Manager (System Analyst Experience) to support the implementation and governance of two major IT systems:

Licensing Management Information System

e-Form Submission System

The successful candidate will be responsible for providing project management and system analysis services, coordinating with internal stakeholders and external IT vendors, reviewing project deliverables, managing risks and issues, and supporting system implementation through to project completion.

Responsibilities

Act as the key contact point between the client, project contractors, internal users and relevant stakeholders.

Manage and monitor the overall project progress, timeline, risks, issues and deliverables.

Support the full project lifecycle, including project initiation, planning, execution, implementation, nursing period and project closure.

Review and comment on project plans, implementation plans, testing plans, system documentation and other project deliverables submitted by external vendors.

Coordinate with business users and technical teams to clarify requirements and project details.

Provide system analysis support, including reviewing system design, functional specifications, workflow, user requirements and system-related documentation.

Monitor vendor performance and ensure project deliverables are completed according to agreed scope, schedule and quality expectations.

Maintain and update project management documents, including project plans, stage plans, risk registers, issue logs, change request logs and progress reports.

Prepare regular project status reports and highlight key risks, issues, dependencies and recommended actions.

Support User Acceptance Testing, implementation activities, system rollout and post-implementation support.

Assist in resolving system incidents, defects, operational issues and project-related problems.

Ensure project services and deliverables are completed to the client’s satisfaction and accepted by the client.

Requirements

Bachelor’s degree or above in Computer Science, Information Technology, Information Systems, Engineering or related disciplines.

PMP / Project Management Professional certification, or equivalent project management certification.

At least 15 years of Information Technology experience.

At least 6 years of project management experience.

At least 3 years of system analysis experience.

Solid experience in managing IT system implementation projects.

Strong experience in vendor management, stakeholder management and project governance.

Proven experience in reviewing system documentation, functional specifications, project plans and technical deliverables.

Strong communication, coordination and presentation skills.

Good command of written and spoken English and Chinese.
