Changi General Hospital is seeking a Facilities Development Manager to lead the planning and execution of infrastructure projects from concept through completion.
The role focuses on budgeting, scheduling, feasibility studies, and contract management, ensuring safety, quality, and value for hospital needs.
You will be responsible for the effective planning and implementation of facilities development projects assigned including but not limited to conceptual design, project budgeting, project scheduling and project proposal preparation. Project implementation includes project planning, design development, procurement, management of construction contracts till completion of infrastructure facilities projects.
Plan short and mid-term infrastructure development projects responding to and meeting hospital needs and execute to meet planned outcomes through strategic and pre-emptive decision-making
Assist to develop an integrated facility planning process
Investigate and Identify issues, opportunities and plans to address infrastructure needs
Assist in feasibility studies to provide support to optimize utilisation of hospital space assets
Plan and execute projects and initiatives covered under Facilities Development.
Assist to oversee team’s project management activities by forward planning, guiding and monitoring the junior staff to ensure compliance to established development program.
Plan, assist to develop and manage capital expenditure proposals and work plans.
Oversee projects from inception to completion
Ensure projects complete within budget and on time while upholding a safe environment with quality and value outcomes
Oversee team’s processes and activities on contracts procurement, which includes:
Review project specifications for contracts procurement plan and evaluation criteria
Oversee and advice on contracts administration
Oversee and manage the performance of the appointed consultants and contractors
Ensure compliance for statutory requirements and safety rules
Degree in Architecture, Engineering, or any other relevant discipline
Minimum 5 years’ experience at managerial position, preferably in healthcare related field
Good leadership and management skills
Relevant experience in leading infrastructure project teams in project management, feasibility studies, project cost estimation, building design review and managing building contract requirements
Good knowledge in building regulations, EHS and WSH requirements & other statutory standards
Able to prepare approval papers and reports and perform analysis and evaluation on projects
