Job summary

All Star Agency in Hong Kong seeks a Senior Manager – Operations Strategy & Transformation to lead a team of Business Analysts and PMs, modernizing banking operations across Securities, Payments, Trade Finance, Loan Operations and Account Services to deliver stronger controls, efficiency and scalable processes.

You will shape operating models, drive multi-year transformation plans and ensure operational resilience and regulatory compliance while maintaining service excellence.

Qualifications

• At least 15 years of experience in banking, financial services or a highly regulated environment.
• At least 7–10 years of experience leading transformation, operational excellence, or large programme portfolios in banking/Fintech.
• Broad front-to-back understanding of banking operations disciplines (e.g., Securities, Payments, Trade Finance, Loan Operations, Account Services).
• Strong expertise in business analysis, process mapping, requirements definition, gap assessment, workflow redesign, and target operating-model design.
• Experience managing multi-disciplinary teams of 10+ employees.
• Excellent stakeholder-management and communication skills in English and Chinese (Cantonese and Mandarin).

Responsibilities

• Manage the Operations Strategy & Transformation team, setting priorities and overseeing delivery across business-analysis and change initiatives.
• Create multi-year transformation plans for core operations functions, including process harmonization and future-state operating-model development.
• Direct large change programmes: platform migrations, digitization, workflow automation, and transfers to regional hubs.
• Engage senior leadership to align priorities, resolve dependencies, and secure decisions for delivery.
• Evaluate impacts of changes on operations, controls, and service quality, ensuring regulatory expectations are met.
• Embed continuous-improvement through automation, analytics, benefits realization and structured process reviews.
