The Travel Industry Authority (TIA) in Hong Kong is seeking an experienced IT professional to support strategy, operations, and technology delivery. The role focuses on analyzing processes, implementing IT systems, and providing system administration across licensing, CRM, self-service portals, and secure infrastructure.
You will lead IT projects, supervise vendors, and develop policies while collaborating with stakeholders to drive digital transformation.
Established in January 2020, the Travel Industry Authority (TIA) is a statutory regulatory body established under the Travel Industry Ordinance (Cap. 634) (Ordinance). It is primarily responsible for the licensing and regulation of travel agents, tourist guides and tour escorts. TIA is also responsible for promoting the integrity, competence and professionalism of the travel industry practitioners and regulating shops that inbound tour groups are arranged to patronise. In addition, it is responsible for managing the Travel Industry Compensation Fund which provides protection for outbound travellers purchasing outbound packages.
Members of TIA are appointed by the Chief Executive in accordance with the Ordinance. TIA is to consist of the Chairperson, the Vice-chairperson (the Commissioner for Tourism) and not more than 28 ordinary members from various sectors of Hong Kong.
With the implementation of the new regulatory regime under the Ordinance, TIA takes over the regulatory and licensing functions from the Travel Industry Council of Hong Kong and former Travel Agents Registry.
The successful incumbent will support the strategic and operational goals of Travel Industry Authority (TIA) by analyzing business processes, implementing technology solutions, and performing IT system administration. This hybrid role ensures that operations are optimized through system/data-driven insights and that supporting IT systems are secure, reliable, and aligned with organization needs.
Reporting to the Senior Manager (Information Technology), the incumbent will assume the following:
Devise and oversee the development and implementation of various IT systems, including but not limited to the licensing and regulatory system, CRM system, e-levy system, self-service portal, API gateway, intranet, website, record management system, human resources management system, finance management system
Collaborate with stakeholders to identify opportunities for process automation and digital transformation.
Manage IT matters including infrastructure, operation and maintenance, end-user support etc.
Take lead on IT projects, and manage according to the schedule, cost and deliverables with potential risks duly reported and handled
Supervise the work of the outside vendors for any IT duties / projects outsourced
Develop and enhance policies, processes, procedures and training material on IT related areas
Understand the operation’s needs and devise IT solutions to ensure teams’ efficiency
Review and design the existing infrastructure and information security architecture
Liaise and coordinate effectively with both internal and external parties
Perform other duties as assigned by seniors
Holder of a university degree in information technology or related disciplines with no less than 8 years of relevant work experience in project management, business analysis or IT system support, of which no less than 3 years is at manager level or equivalent, preferably in regulatory bodies
Extensive knowledge and abundant experience in application development, networking services and IT infrastructure
Proven track record in large-scale application development and service delivery with internal technical teams and external support partners, preferably in application development such as CRM system, public-facing online services, booking system, self-service portal, integration with IP-phone system and machine learning / data analytics.
Hands‑on experience in various development skills and system administration such as Dynamics CRM, M365, Azure Information Protection, MS Power Platform, SharePoint Record Center, K8S, Micro‑services, Mobile App, payment gateway, Python, Django, React, Java, C#, SQL, DevOps as well as in router& switch management for Cisco
Understanding of IT solution concepts and network security on DNS, network LAN/WAN, VPN, Wi‑Fi, IP routing configurations, virtualization technologies, active directory, database technologies, Windows/Linux operating systems, MDM, APT protection, IDS, IPS, DLP, NAC, Web proxy, etc.
Good project management skills with qualifications of PMP, PRINCE2 and ITIL preferred; and certifications in CISSP and CISA are advantageous
Good analytical and organisation abilities
Good communication , strong analytical and problem‑solving skills.
Proficiency in Microsoft Excel, Power BI, and system configuration tools
Good command of written English and Chinese
Responsible, self‑motivated, mature and able to work independently in startup environment
