St. James’ Settlement in Wan Chai is seeking an experienced IT Project Manager to lead the End Detection and Intervention for Children and Youth in At-Risk Families Project digital platform, guiding end-to-end delivery and ensuring alignment with privacy and governance standards.
You will translate business requirements into technology solutions, coordinate NGO partners, users, project teams and vendors, manage scope, budget, timeline, risks, and quality, and oversee design, testing, deployment
Degree in IT, Computer Science, Information Systems, or related disciplines
At least 6 years’ experience in IT project management, digital transformation, or enterprise systems, including 3 years in project leadership or vendor management
Strong skills in business analysis, stakeholder management, testing, and project delivery
Experience in Salesforce, CRM, case management, data integration, or analytics is an advantage
Knowledge of data privacy, information security, and governance practices
Experience in NGO, social welfare, healthcare, or public-funded projects is preferred
Excellent communication skills in English and Chinese; Cantonese required
Relevant professional certifications are an advantage
Lead end-to-end delivery of the Early Detection and Intervention for Children and Youth in At-Risk Families Project (EDI Project) digital platform. (4 years project)
Gather and translate business requirements into technology solutions
Coordinate NGO partners, users, project teams, and vendors
Manage project scope, budget, timeline, risks, and quality
Oversee system design, testing, deployment, and enhancement
Ensure compliance with data privacy, security, and governance requirements
Prepare reports and recommendations for project governance bodies
Supervise external vendors and the IT Project Officer
Evaluate emerging technologies and AI-enabled solutions where appropriate
