Job summary

HAECO Hong Kong, based at HKIA, seeks a seasoned leader to head the Technical Services Department, delivering DOA/ODA support and R&D across airframe, tooling, calibration and technical publications.

You will set strategic direction, build networks with DOA stakeholders and drive growth while ensuring compliance with EASA and HKCAD regulations, budgets and KPIs. A strong engineering background and senior management experience are essential.

Qualifications

• Minimum 15 years engineering experience in aviation.
• At least 5 years in a senior management role within a DOA environment.
• Professional qualifications such as MHKIE, MRAeS, CEng or equivalent.

• Lead and manage all aspects of Technical Services including DOA/ODA operations and regulatory compliance.
• Set strategic direction for the department and align with company vision and values.
• Oversee Hangar Support, Design Engineering, Airworthiness, Process Engineering, Tooling and Technical Publications teams.
• Ensure engineering support to internal and external customers, including airlines and MRO partners.
• Build and maintain networks with DOA industry stakeholders, regulators and customers.
• Identify and pursue new DOA-related opportunities, proposals and negotiations.
• Drive continuous improvement, innovation and digital initiatives within the department.

Position Description

Reporting to EGMO, the incumbent leads and manages the Technical Services Department, ensuring the delivery of high‑quality engineering support in Design Organisation Approval (DOA), Organisation Designation Approval (ODA), Hangar Support, Process Engineering, Tooling Management, Calibration, and Technical Publication Centre. The role focuses on establishing, operating and expanding EASA DOA capabilities; building strong industry networks; and driving business growth.

What You’ll Do

• Lead, develop, and manage all aspects of Technical Services, including DOA/ODA operations, ensuring compliance with EASA, HKCAD and other relevant aviation regulations.
• Set strategic direction and goals for the Technical Services Department, aligning with HAECO’s vision, mission and values.
• Oversee the management and development of teams responsible for Hangar Support, Design Engineering, Airworthiness, Process Engineering, Tooling and Technical Publications.
• Ensure the provision of engineering support to both internal and external customers, including airlines and MRO partners.
• Build and maintain a strong network with DOA industry stakeholders, regulatory bodies, OEMs, customers and industry partners.
• Identify and pursue new business opportunities related to DOA, including the preparation of proposals, quotations and commercial negotiations.
• Drive continuous improvement, innovation and digital initiatives within the department.
• Develop and manage departmental budgets, KPIs and performance metrics.
• Foster a culture of safety, compliance and customer focus.
• Manage and develop the department and its staff to meet HAECO Hong Kong and regulatory authority requirements in engineering support.
• Ensure smooth operations in Technical Services, providing technical support to the maintenance departments and expanding this support to meet commercial and customer requirements.
• Make sure that all activities undertaken by Technical Services have appropriate facilities, PPE, equipment, technical data, material and competent staff to meet regulatory requirements.
• Maintain good communication with all stakeholders.
• Foster continuous improvement culture and support improvement initiatives.

What You’ll Need

• Minimum 15 years engineering experience in the aviation industry, with at least 5 years in a senior management role within a DOA environment.
• Recognised degree in engineering disciplines.
• Professional qualifications such as MHKIE, MRAeS, CEng or equivalent.
• Proven track record in establishing and running an EASA DOA organisation.
• In‑depth knowledge of EASA Part 21J, HKAR‑21J and related regulatory frameworks.
• Demonstrated ability to build and leverage networks with DOA industry stakeholders, regulatory authorities and customers.
• Strong understanding of engineering management, operations support and talent development.
• Excellent communication skills in English, both spoken and written.
• Holding or having held a CVE, DDE or Form 4 position in a Design Organisation is highly desirable.
• Sound experience in engineering management, operations support and talent development.
