Job summary

Fleet Management Limited in Hong Kong seeks an experienced Master Mariner to lead tanker operations and ensure safe, compliant vessel performance.

You will oversee onshore superintendents, coordinate cargo and regulatory duties, and drive continuous improvement across health, safety and environmental standards while developing the talents of your team in a dynamic, global maritime environment.

Qualifications

• Certificate of Competency (Master Mariner) and a valid license.
• Minimum 3 years as Master/Chief Officer on tankers.
• Minimum 10 years in a shore-based management role with a proven track record.
• Deep knowledge of tanker operations and applicable legislation for vessels and crew.
• Experience developing and implementing plans, policies and procedures.
• IT literate and capable of leading teams.

Job Position Summary

To provide an exceptional customer/client/owner experience during the entire occupancy/charter of their vessel(s) through innovative, best-in‑class, agile, commercially adept and seamless operations.

Tanker Operations

• Operational overview of tankers along with monitoring of the onshore team of superintendents.
• Implement & monitor the effectiveness of plans & procedures to optimise the operations of tankers.
• Coordinate with and support the technical department in cargo and commercial matters.
• Handle communication with Owners, Charterers or any third‑party regarding cargo and Marine matters.
• To liaise with vetting department and technical department, to ensure that vessel is in compliance to oil majors requirements both at the ship and ashore.
• Ensure that performance of department is aligned with the set KPIs.
• Liaise with the ‘Quality and Safety’ department to review and revise SMS to ensure that Company cargo handling related procedures are in line with latest industry recommendations.
• Handle communication and claim matters with P&I Club regarding cargo matters.
• Assist in investigations of cargo related, navigation matters as required.
• To deal with contingencies, as per specific duties mentioned in ‘Contingency Planning Manual’.
• To interact with industry bodies related to tanker operations and compliance to the best industry standards.

Regulatory/Legislative Statutory Compliance

• Responsible for ensuring compliance with internal and external standards through scheduled audits
• Develop, implement and monitor a cargo and mooring audit to ensure proper governance is being exercised by delivering a safe and reliable vessel operations
• Stay abreast with all regulatory requirements and ensure all changes are communicated within the group

Quality & Continuous Improvement

• Scan the environment and recommend improvement in processes to enhance productivity and efficiency in the system
• Drive implementation of approved “continuous improvement” projects in collaboration with the Quality system
• Demonstrates a complete understanding of the safety & QMS policies & procedures and ensures that on‑shore and off‑shore employees operate at the same level of understanding and awareness

Health, Safety and Environment Compliance

• Responsible for creating and sustaining a positive safety culture on‑board all vessels
• Ensures a safe & compliant working environment is provided to ship staff and onshore employees by demonstrating a complete and accurate understanding and awareness
• Responsible for delivery of safety messages/ training to ship staff during site or vessel visits

People and Leadership Management

• Promotes an environment of shared vision and collaboration within the group
• Builds a culture of mutual respect and trust within the group through regular meetings with Shore and onboard employees
• Drives a high performing culture by setting clearly articulated objectives for the group and ensuring all employees have a defined development plan to deliver as per their potential
• Review talent within the group - reward high performers appropriately and take definitive action against bottom performers
• Coach and mentor direct reports to drive the desired behaviors of leadership and management. Ensure the same is practiced across the group by all line managers
• Build capability that would empower Managers within the group to take ownership, accountability and responsibility for delivering operational excellence within the group

Job Requirements

• Certificate of Competency (Master Mariner)
• A minimum of 3 years relevant experience as a Master/Chief Officer on Tankers
• A minimum of 10 years’ experience in a shore‑based management role with an exceptional performance track record
• Detailed knowledge and understanding of tanker operations and standards along with applicable legislation to designated vessels and crew
