Job Purpose
The Engineering Project & Operations Manager is responsible for the overall management, operation, maintenance, reliability, and continuous improvement of all engineering facilities, machinery, equipment, and infrastructure within Baguio plants. The incumbent shall lead engineering projects from design through commissioning and serve as the principal engineering expert for future plant development projects. The incumbent takes each new plant from a bare site to steady-state operation: feasibility, site layout and process design, statutory submissions, construction, machinery procurement, installation, testing and commissioning. The incumbent then designs the operating model (manning, shift pattern, standard operating procedures, maintenance regime and KPIs), runs the plant with it, and is accountable for processing quantity, product quality and every contractual, statutory and safety requirement. For Government service contracts, the incumbent may be nominated as the Contractor's E&M Plant Manager, a Key Personnel position stationed on site.
Key Responsibilities
- Manage operation and maintenance of all machinery, equipment and engineering systems.
- Ensure continuous and efficient functioning of all Baguio plants through preventive, predictive and corrective maintenance programs, with defined breakdown response and repair target times, spare-parts holdings and standby arrangements so that production continues.
- Lead engineering projects from feasibility, design, procurement, installation, commissioning and handover for new plants built from a bare site and for the expansion of existing plants, covering site layout and process flow, civil and structural works, building fabric (flooring, walls, roofing, drainage), utilities (power supply and distribution, water, sewage, compressed air, fuel, telecoms and data) and production machinery.
- Design the operating model for each new plant: throughput and mass balance, manning and shift pattern, SOPs, maintenance regime, spare-parts holding, utilities consumption and KPIs. Lead the plant through performance testing into steady-state operation and remain accountable for processing quantity, product quality and all contractual requirements.
- Lead the take-over and hand-back of client-owned machines, plant and installations under service contracts: joint condition surveys with the client, equipment registers, calibration (for example weighbridges), residual life assessment and decommissioning, witnessed by the Independent Surveyor where required.
- Apply new technology and smart IoT devices across the plants, such as machine sensors, energy and condition monitoring, automation, smart weighing and AI tools, to raise reliability, productivity and safety, and evaluate and introduce new equipment and technologies as they become available.
- Oversee contractors, consultants and suppliers, including machinery manufacturers overseas and in Mainland China: specifications, factory acceptance tests, factory training of our technicians, and supply contracts that bind the supplier to maintenance support, manuals and spare parts.
- Act as lead engineer for design and implementation of future plants and facility expansion projects.
- Provide technical leadership on Electrical and Mechanical systems, utilities, and renewable and back‑up power (solar PV, generators, water and sewage systems).
- Ensure compliance with statutory, safety and environmental requirements, including statutory inspection and certification of electrical installations, pressure vessels, lifting appliances, generators, fuel storage, vehicles and fire services, and liaison with authorities and appointed professionals such as EMSD, FSD, EPD, the Registered Structural Engineer and the Independent Surveyor.
- Prepare engineering budgets, CAPEX plans and asset management strategies, project programmes, cost plans and progress reports to senior management.
- Lead engineering and maintenance teams and drive continuous improvement, including recruiting and training technicians so that routine and ad-hoc repairs are carried out in-house.
Qualifications
- Bachelor's Degree or above in an engineering discipline (Mechanical, Electrical, Building Services or equivalent) from a well-recognized university.
- Member of the Hong Kong Institution of Engineers (HKIE) or an equivalent recognized professional engineering institution.
- Minimum 11 years of full-time post-graduate experience in engineering project management, plant operations and facility management, particularly in Electrical and Mechanical (E&M) systems.
- Proven experience in plant design, construction, commissioning and implementation of major engineering projects, including at least one plant delivered from a bare site to steady-state operation.
- Experience as the engineering lead for a plant operated under a Government or public-sector service contract, including maintenance of client-owned machines, is a strong advantage.
- Good command of written and spoken English and Chinese; Putonghua is an advantage for supplier liaison.
- Willing to travel to supplier factories and to be based at plant sites in the New Territories.
Knowledge & Competencies
- Expert knowledge in engineering and project management (programme, cost, risk and quality control); PMP or equivalent certification is an advantage.
- Strong expertise in Electrical and Mechanical engineering systems.
- Asset management, maintenance planning and reliability engineering.
- Contract management, budgeting and procurement.
- Leadership, communication and stakeholder management skills.
- Greenfield plant design: site layout, process flow, mass balance, utilities sizing, and coordination of civil, structural and building services works.
- Statutory compliance for industrial plants: electricity, pressure equipment, lifting appliances, fuel storage, fire services and environmental permits.
- Operating‑model design: manning, SOPs, performance testing and KPI reporting.
- New technology and smart IoT adoption.
