The Hong Kong Red Cross is seeking a senior professional to lead the execution of plans for HKRC First Aid Services and the FarU emergency response.

The role focuses on enhancing service quality through community engagement, disaster response readiness and cross-team collaboration within the HKRC network.

Qualifications

  • Bachelor degree in health-related discipline.
  • 5+ years post-graduation with at least 2 years in supervisory role or proven prehospital/emergency relief experience.
  • Registered Nurse or First Aid Trainer preferred, HKRC or equivalent.
  • Able to lead emergency operations during non-office hours, including weekends/public holidays.
  • Experience drafting operation manuals and managing volunteers.
  • Strong leadership, capable of working with multi-disciplinary teams.
  • Proficient in English and Chinese (Cantonese and Putonghua).
  • Holder of HK driving license is an advantage.

  • Support the Manager (First Aid Service) in preparing strategic plans, annual plans and budget.
  • Act as operation in-charge to lead local emergency operations planning, organization and execution.
  • Collaborate with HKRC services to achieve emergency operation goals.
  • Lead and supervise staff and volunteers in local emergency assessment and prehospital/emergency health operations.
  • Oversee training and development plans and retention of FARU volunteers.
  • Establish and maintain networks with government departments and local communities.
  • Undertake additional duties as assigned by supervisors.

Job Purpose

This position works closely with Manager (First Aid Service) to lead the execution of plans related to HKRC First Aid Services, including management of First Aid Reponse Unit (FARU). He/She is also responsible to enhancement of service quality with community engagement, as well as the service development on local emergency response (LER), with which stay relevant and agile for social needs in Hong Kong context.

Key Responsibilities
  • Support the Manager (First Aid Service) in preparing strategic plans, annual plans and budget
  • Act as operation in-charge to lead the planning, organizing, and implementation of local emergency operation in coordination with partners and/or to respond to social needs
  • Work closely with different services within HKRC to achieve the purposes of emergency operations
  • Lead and supervise the team of staff and volunteers to accomplish assigned tasks in local emergency assessment, prehospital & emergency health operations
  • Take charge to the training & development plan, and retention of volunteers for FARU
  • Establish and maintain networks and partnerships with relevant Government departments, local communities and working partners
  • Undertake any other job-relevant duties as assigned by the supervisors from time to time
Requirements
  • Bachelor Degree holder, preferably in health related discipline. Discipline in Human Science, Social Service, International Relationship and Disaster Management.
  • Minimum of 5 years post-graduation work experience, with at least 2 years at supervisory level or proven record of prehospital and emergency relief experience
  • Qualified Registered Nurse or qualified First Aid Trainer (in Hong Kong Red Cross or other recognized professional organization) is preferred, familiar with emergency surge system either in RCRC or in other organizations/ Government systems in Hong Kong
  • Able and ready to lead emergency operations during non-office hours, including weekends and public holidays
  • Solid experience in drafting operation manual and volunteer management
  • Strong people management skills, demonstrate leadership and able to work in and with multi-disciplinary teams
  • Self-motivated, strong sense of responsibility, independent, good interpersonal and communication skills, able to work under pressure
  • Proficient in both written and spoken English and Chinese (Cantonese and Putonghua)
  • Valid standard First Aid/ Basic Life Support Certificate holder or equivalent
  • Holder of HKSAR driving license will be an advantage.
