Project Nature (T26)

• 1. System Development
• 2. Implementation and maintenance of GPS Platform for Chemical Waste, Clinical Waste and Marine Dumping Controls
• 3. Implementation and Maintenance Support of Smart Surveillance Camera System
• 4. Implementation and Maintenance Support of Waste Collector's Vehicles
• 5. Implementation, maintenance and cloud migration support of Clinical/Chemical Waste Electronic Consignment System (CWECS)
• 6. Other Systems in relation to Environmental Enforcement Work
• 7. Miscellaneous and ad hoc IT support

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD
• Develop, implement and maintain Web Application and web programme, Database and Cloud Services for environmental enforcement work and vehicle/vessel monitoring system for the support of monitoring illegal chemical waste disposal, clinical/chemical electronic consignment and other environmental pollution issues
• Support IT-related procurement, including preparation and technical assessment of tender documents, and managing of outsourcing works/services in conjunction with other B/Ds, external vendors and R&D centers
• Establish and evaluate new IT solutions and technologies, such as mobile application for enhancement of environmental enforcement work and clinical/chemical electronic consignment
• Review system security compliance and conduct security audit to vendor's system and operation
• Review vendors' supporting services, change procedure, incident escalation and services quality
• Provide advisory on IT policy and development road map for enforcement system
• Assist ITM on daily operation and technical support; and
• Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department, including work outdoors or on board

Requirements

• 1. Degree in Information Technology, Computer Science or related discipline, awarded by a university in Hong Kong; or a degree awarded by an overseas education institution to a Hong Kong resident, equivalent or above
• 2. Proficient in government project management, system analysis and design as well as application programming
• 3. Hands-on software technical, development and deployment experience of onsite, remote premises and cloud service. Programming language and technology should include but not limited to Python, Java, JavaScript, Web Technology and Mobile App
• 4. Experience in GPS and application integration with mapping system (e.g. ArcGIS, Google Map, ....)
• 5. Proficient in government security and personal data privacy policy
• 6. Possess experience in Web Application design, Software development and application maintenance processes including Incident, Change, Capacity, Software Quality, Deployment and Software Asset Management
• 7. Good analytical mind and problem-solving skills. Strong analytical skills and ability to derive insights from large amounts of data. Experience of use of Business Intelligence tools is preferred

Technical Skills

• . At least 4 years' experience in IT Application Development and Management (ADM)
• . At least 4 years' experience in Web Programming (WEB)
• . At least 2 years' experience in Geographic Information System (GIS)
• . 4 years' experience in JavaScript Programming (JAP) is an advantage
• . 4 years' experience in System Implementation and Maintenance/Support (SIM) is an advantage
• . 2 years' experience in Windows Programming (WPG) is an advantage
• . 2 years' experience in JAVA Programming (JAV) is an advantage
• . 2 years' experience in Mobile / Wireless Communication (MWC) is an advantage
• . 2 years' experience in Object-oriented Analysis and Design (OOA) is an advantage

Non-technical Skills

• . At least 4 years' experience in project development in specified business areas (PDE)
• . At least 3 years' experience in IT service/outsourcing management (OUT)
• . At least 2 years' experience in work with the Government (GOV)
• . 2 years' experience in helpdesk call handling (HDT) is an advantage
• . 2 years' experience in quality assurance (QAS) is an advantage
• . 2 years' experience in site preparation (SPE) is an advantage
• . 2 years' experience in vendor management (VMG) is an advantage
• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent
