Job summary

InfoTech Services (Hong Kong) Limited is recruiting a Contract Systems Analyst to manage IT projects from feasibility to maintenance, including system design, testing and rollout. The role requires extensive post-qualification experience, PMP certification, and experience with government applications.

The successful candidate will oversee contractors, prepare reports, and coordinate with government departments and other stakeholders.

Qualifications

• At least 10 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
• PMP certification.
• Experience with Government applications (minimum 1 year).
• Strong background in IT ADM/SIM/SQL and IT security planning.

Responsibilities

• Oversee contractors in IT projects from feasibility study, systems analysis and design, procurement, installation, development, testing and user acceptance through to implementation, system nursing and maintenance.
• Prepare project updates, reports and specifications for stakeholders.
• Work with contractors to monitor system usage and allocate IT infrastructure resources.
• Support housekeeping tasks for security controls, job accounting, data backup, disaster recovery and media management.
• Liaise with contractors, government departments and other stakeholders for IT projects.
• Monitor team performance and provide administrative support in ICT matters.
• Other relevant tasks as assigned.

Project Nature (T26)

• (a) Technical and feasibility study, system installation and acceptance testing of IT systems;
• (b) Network/system architecture design, setup/enhancement and maintenance;
• (c) IT security solution implementation and support;
• (d) IT Security Risk Assessment/Audit, Security Policy and related documents review; and
• (e) IT system rollout, hardware and software management.

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the SBU;

• (a) to oversee contractor in IT projects including feasibility study, systems analysis and design, procurement and installation, development, testing and user acceptance, implementation, system nursing and maintenance of IT systems;
• (b) to prepare project updates, reports and specifications;
• (c) to work with contractor to monitor system usage and manage the allocation of IT infrastructure resources;
• (d) to support housekeeping jobs for security control, job accounting, system and data backup, disaster recovery and media management purposes;
• (e) to assist in liaison with contractor, government departments and other stakeholders for the IT projects;
• (f) to monitor the performance of subordinates; and
• (g) to provide administrative support in other ICT matters and perform other relevant tasks as assigned.

Requirements Candidates must possess:

• (a) At least 10 years' experience in project implementation and software development;
• (b) At least 1 year's experience in supporting Government applications; and
• (c) Project Management Professional (PMP) certification.

Technical Skills:

• At least 10 years' experience in IT Application Development and Management (ADM);
• At least 5 years' experience in System Implementation and Maintenance/Support (SIM);
• At least 5 years' experience in Structured Query Language (SQL);
• At least 5 years' experience in Technical Architectural Support (TAS);
• At least 3 years' experience in IT Planning (ITP).

Non-technical Skills:

• At least 5 years' experience in people management (PMG);
• At least 5 years' experience in project management (PRM);
• At least 3 years' experience in vendor management (VMG);
• At least 2 years' experience in contract administration (CON);
• At least 1 year's experience in work with the Government (GOV).
