Job summary

InfoTech Services (Hong Kong) Limited is seeking a contract IT professional to support the EPD in system development, maintenance, and cloud migration efforts. You will verify UI and designs, diagnose issues, and participate in full project life-cycle activities across JAVA, SQL, Oracle and web services.

Responsibilities include testing, documentation, procurement support, and flexible hours as required by the department. The role is based at Wan Chai with travel as needed.

Qualifications

• Degree in Information Technology or equivalent from a university.
• Proficient in application development, implementation and maintenance.
• Experience with GIS and related systems.
• Knowledge of programming languages and environments.

Responsibilities

• Review UI and program designs for GIS applications.
• Diagnose and resolve system implementation issues.
• Assist cloud migration and define test objectives.
• Perform system and user acceptance testing and report findings.
• Maintain UI, codes and databases; daily status reporting.
• Maintain system documentation.
• Assist IT procurement and tender support.

Project Nature (T26)

1. System Development
2. Implementation and Maintenance Support of Real Time Tracking and Monitoring of Vessel (RTTMV),and Development of Front End Mobile Unit (FEMU)
3. Implementation, maintenance and cloud migration support of Clinical/Chemical Waste Electronic Consignment System (CWECS)
4. Other Systems in relation to Environmental Enforcement Work
5. Miscellaneous and ad hoc IT support

Duties – Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;

1. Check, verify and recommend for improvements on the user interfaces and the program designs on GIS application system and various environments such as JAVA, SQL, Oracle, web services etc., submitted by the Contractor for the development of the IT systems;
2. Diagnose and resolve problems encountered during the System implementation, support and maintenance;
3. Participate in all phases of the Cloud migration and help define acceptance test objectives; assist in system and integration testing for IT system in TCO;
4. Carry out system, programme and user acceptance tests for the IT Systems and report the findings for the Contractor to follow up;
5. Maintain the user interfaces, programmes and databases of these IT systems, carry out the daily checking and regular reporting about the status of the systems;
6. Maintain documentation of the IT Systems;
7. Assist IT-related procurement, including preparation of tender documents and provision of technical support to the IT systems in TCO; and
8. Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department, including work outdoors or on board.

Requirements

1. Degree in Information Technology, awarded by an accredited university, equivalent or above
2. Proficient in application development, implementation and maintenance
3. Experience in ArcGIS and/or other GIS application system
4. With good knowledge in programming languages and environments

Technical Skills

• . At least 2 years' experience in JavaScript Programming (JAP);
• . At least 2 years' experience in MySQL (MSQ);
• . At least 1 year's experience in Geographic Information System (GIS);
• . 1 year's experience in IT Application Development and Management (ADM) is an advantage;
• . 1 year's experience in JAVA Programming (JAV) is an advantage;
• . 1 year's experience in Structured Query Language (SQL) is an advantage.

Non-technical Skills

• . At least 3 years' experience in work with the Government (GOV);
• . At least 2 years' experience in quality assurance (QAS);
• . At least 2 years' experience in software testing (STM);
• . 2 years' experience in Business Process Modeling (BPM) is an advantage;
• . Good coordination skills is an advantage;
• . 1 year's experience in Government tendering procedures (GTP) is an advantage.
• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
