Job summary

InfoTech Services (Hong Kong) Limited is contracted to provide technical support for IT systems and websites of the EDB in Wan Chai. The role covers full-time development, maintenance, and deployment tasks with a focus on Java-based applications and security.

You will work on-site, collaborating with cross-functional teams to deliver reliable IT services, technical training, and project monitoring during a 2-month contract period.

Qualifications

• Bachelor's degree in Computer Science, IT or related discipline.
• Minimum of 5 years of relevant experience in system analysis, application development and security operations.
• Strong Java development experience and knowledge of structured query language.
• Experience with government IT policies and security frameworks advantageous.

Responsibilities

• Assist in design, development, and maintenance of IT applications.

Project Nature (T26) Technical and Operational Support for IT Systems and Websites of the EDB

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EDB;

• Application Development & Maintenance: Assist in the design, development, and maintenance of IT applications, including system analysis, programming, and dependency management.
• Java Framework Expertise: Develop dynamic web and enterprise applications utilising Java application frameworks and server-side Java template engines.
• System Deployment & Remote Access: Manage system project deployments and configure secure server remote access.
• Code Quality & Security: Maintain program quality and application security, including resolving vulnerabilities identified during security risk assessments.
• System Analysis & Enhancement: Perform system analysis, technical design, and programming for complex application enhancements.
• Batch Job Management: Develop, optimize, and maintain batch job applications.
• Automated Testing: Design comprehensive test cases and implement automated application testing frameworks.
• Endpoint & User Support: Provide on-site technical support for EDB workstations/laptops, including software upgrades, user training and general IT advice.
• Website & Content Management: Support EDB websites and content management by assisting with project management, quality assurance, progress monitoring, and contractor performance evaluation.

Requirements Technical Requirement

• Education: Bachelor&'s degree in Computer Science, Information Technology, or a related discipline.
• Professional Experience: Minimum of 5 years of relevant experience across system analysis, application development, and security operations.
• Technical Knowledge: Strong understanding of core IT infrastructure principles and full-stack web application development.
• Java Development: Hands-on experience in Java application development and framework implementations.
• Training & Support: Proven track record of delivering technical IT training and support to end-users.
• Government Frameworks: Knowledge of government IT policies, security frameworks, and compliance guidelines is highly advantageous.

Non-Technical Requirement

• Project Management: Project management skills to manage multiple tasks, prioritise deadlines, and coordinate diverse stakeholders.
• Communication & Coordination: Excellent verbal and written communication skills in English and Cantonese to facilitate multi-party coordination.
• Reporting & Documentation: Capability to draft and present clear and concise reports, technical briefs, and documentation suitable for management review and audit purposes.
• Interpersonal & Cross-Functional Skills: Strong interpersonal abilities to effectively liaise with teams and to improve operational efficiency.
• Application Development Scheduling & Scoping: Experience in scheduling timelines across servers, networks, and applications based on stakeholder feedback, regulatory guidelines, and policies, alongside a proficiency in drafting clear work assignment briefs.
• May need to work at offices at Wanchai and Shatin

Technical Skills:

• At least 5 years' experience in JAVA Programming (JAV);
• At least 5 years' experience in Structured Query Language (SQL);
• At least 5 years' experience in Web Programming (WEB);
• At least 4 years' experience in Apache Web Server (AWS);
• At least 4 years' experience in HTML5 (HT5);
• 5 years' experience in Remote Access Server (RAS) is an advantage;
• 5 years' experience in Source Control Management System (SCM) is an advantage;
• 5 years' experience in J2EE Development (JDE) is an advantage;
• 5 years' experience in Java Beans Development (JVD) is an advantage;
• 5 years' experience in MySQL (MSQ) is an advantage;
• 4 years' experience in Microsoft SQL Server (MSS) is an advantage.

Non-technical Skills:

• At least 5 years' experience in work with the Government (GOV);
• At least 5 years' experience in the management and support of Government systems and services (GSS);
• Excellent written English is a must;
• Good coordination skills is a must;
• 5 years' experience in quality assurance (QAS) is an advantage;
• 2 years' experience in helpdesk call handling (HDT) is an advantage;
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 5 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
