Job summary

InfoTech Services (Hong Kong) Limited is seeking a Contract Systems Analyst to support HYAB projects, including the HKYouth+ mobile app backend, the Youth Portal revamp, and API design across government departments. You will analyze business requirements, design IT solutions, and manage outsourced contractors.

This 3-month contract (Nov 2026–Jan 2027) requires strong technical background in mobile/web apps, CMS, and API development, plus experience with vendors and cross-functional teams.

• Collaborate with cross-functional teams to ensure applications meet end-user needs.
• Contribute to project plans including timelines, deliverables, and resources.
• Review and maintain system documentation.

Project Nature (T26) Project support for analyzing, designing, and implementing mobile application and web applications. The ideal candidate should possess a strong technical background in mobile application design, web application development, web content management systems and Application Program Interface (API) Design.

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the HYAB;
• Analyzing business requirements and designing solutions for the mobile app "HKYouth+" along with its Back-end System, revamping the Youth Portal, and establishing of APIs for systems within HYAB and across government departments;
• Acquiring and managing outsourced contractors to deliver IT services on system development and maintenance, web content management and system workflow;
• Collaborating with cross-functional teams to ensure that the computer applications meet the needs of the end-users;
• Participating in the development of project plans, including timelines, deliverables, and resources; and
• Reviewing and maintaining system documentation.

Requirements

• Proficient in HTML, CSS, JavaScript, jQuery, AJAX, PHP, and MySQL.
• Experience working with web content management system.
• Familiar with workflow processes and tools.
• Excellent problem-solving and analytical skills.
• Strong communication and interpersonal skills, and management skills with vendors or external partners
• Ability to work independently and as part of a team, and as leader of IT related projects as well
• Experience working in database design and development
• Experience working in building and deploying hybrid mobile application

Technical Skills

• At least 6 years' experience in IT Application Development and Management (ADM);
• At least 6 years' experience in Mobile / Wireless Communication (MWC);
• At least 6 years' experience in System Implementation and Maintenance/Support (SIM);
• At least 5 years' experience in Web Services (WSV);
• At least 5 years' experience in Rapid Application Development Methodology (RAD).

Non-technical Skills

• At least 9 years' experience in project management (PRM);
• Good coordination skills is a must;
• At least 6 years' experience in software testing (STM);
• At least 5 years' experience in quality assurance (QAS);
• At least 5 years' experience in quality management (QMT);
• At least 2 years' experience in work with the Government (GOV).
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 14 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
