Job summary

Architectural Services Department seeks a Contract Quantity Surveyor for 12-month non-civil service contract in Hong Kong. The role covers pre-and post-contract QS activities, cost estimation, tender assessment, valuation and final accounts.

You will report to project teams and provide specialist advice to government departments. Applicants should hold HKIS Quantity Surveying membership with required professional status, have at least one year of post-qualification experience, and demonstrate

Responsibilities

• Perform pre-contract and post-contract quantity surveying duties: cost estimates, bills of quantities, tender assessment, interim valuations, final accounts and claims.
• Provide professional advice to Government Departments and quasi-government organizations.
• Undertake related duties, technical audit on projects, manage consultants, and support R&D.
• Carry out project management duties as assigned.
• Supervise junior staff on related duties.

Job description

Entry Requirements:

Candidates should –

• (a) possess Corporate Membership of the Hong Kong Institute of Surveyors (HKIS) in the Quantity Surveying Division who is also a Registered Professional Surveyor (Quantity Surveying), or equivalent;
• (b) have at least one year's post-qualification experience in quantity surveying; and
• (c) have met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (A) & (B)].

Note:

• (A) Grade C and Grade E in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to Level 3 and Level 2 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
• (B) Candidates should obtain all the above-mentioned entry requirements on or before the closing date for application.
• (C) Successful candidates may be seconded to / referred for employment by other government Bureaux/Departments.

Duties:

A Contract Quantity Surveyor is mainly deployed on executing the following duties on architectural or engineering projects –

• (a) performing pre-contract and post-contract aspects of quantity surveying duties, e.g. cost estimates, bills of quantities, contract documents, tender assessment and reporting, interim valuation of works, settlement of final accounts and claims;
• (b) providing professional advice to various Government Departments and quasi-government organizations;
• (c) undertaking related duties, technical audit on selected projects, employment and management of consultants, and research and development;
• (d) performing project management duties as assigned; and
• (e) supervising junior staff employed on any duties connected with the above.

Terms of Appointment:

Successful candidates will be appointed on non-civil service contract terms for 12 months.

Fringe Benefits:

• (a) An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period;
• (b) 12 days of paid annual leave in respect of each leave year will be granted for employment under a continuous contract for not less than 12 months; and
• (c) Rest days, statutory holidays (or substituted holidays), maternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
