Responsibilities

Project Nature (T26) Implementation and enhancement of common services and IT facilities with Artificial Intelligence (AI) capabilities.

Duties

Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO.

The candidate is required to:

• Coordinate in-house and contractor teams to enhance the e-Appraisal system for the DPO, including the enhancement of a common Performance Appraisal Module to facilitate government-wide adoption;
• Manage the implementation and on-going support of the desktop AI facilities for DPO senior officers;
• Manage the implementation and on-going enhancement of the AI writing solution for LegCo questions, including questions of the yearly Special Financial Committee meeting;
• Oversee the security posture of AI services and facilities under the purview of the Section. Review and implement continuous security enhancements for existing AI applications and infrastructure.
• Coordinate contractors to conduct the enhancement of existing common services to incorporate AI features;
• Review and evaluate emergent technologies, AI products and solutions of Mainland products for potential adoption in government common services;
• Carry out other duties as assigned by the supervisor.

Requirements

The candidate is required to have:

• Strong experience in implementing large-scale government IT projects, particularly common service applications provided by the DPO;
• Strong experience in managing contractor performance, application development, DevOps CI/CD practices and managing outsource projects.
• Strong experience in IT Infrastructure management and cyber security management, including hands-on experience in security log management and analytics, API security, web application firewall and IDS/IPS;
• Valid certificate holder of Project Management Professional (PMP) is required
• Valid certificate holder of Certified Information Systems Security Professional (CISSP) or Certified Information Systems Auditor (CISA) is required
• Extensive experience in liaising with and coordinating multiple parties involving both government departments and non-government organisations;
• Professional knowledge of emerging and innovative technologies, including but not limited to AI and cyber security;
• Strong analytical and problem-solving skills; and
• Good command of English and Chinese writing skills.
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 8 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.

Technical Skills

• At least 4 years' experience in Infrastructure (INF);
• At least 4 years' experience in IT Security (ITS);
• At least 4 years' experience in System Implementation and Maintenance/Support (SIM);
• At least 2 years' experience in Project Management Professional (PMP) (PMP);
• 2 years' experience in IT Application Development and Management (ADM) is an advantage;
• 2 years' experience in IT Operational Management (OPM) is an advantage.

Non-technical Skills

• At least 4 years' experience in the management and support of Government systems and services (GSS);
• At least 3 years' experience in IT service/outsourcing management (OUT);
• 2 years' experience in vendor management (VMG) is an advantage;
• Good coordination skills is an advantage.
