Job summary

InfoTech Services (Hong Kong) Limited is hiring a contract analyst programmer based in Cyberport to support IT and administrative functions for digital initiatives, including BDAP, DH, GTSA, CCLI, IF and CorpID. The role is full-time on a 2-month contract under InfoTech payroll.

The candidate should have 3+ years post-qualification experience (at least 1 year in a relevant Govt-facing capacity), strong analytics, and hands-on skills in Windows, Linux, MySQL, Java and JavaScript, plus good

Qualifications

• Strong analytical and problem-solving abilities; able to troubleshoot technical issues.
• Able to liaise with government bodies and stakeholders.
• Hands-on experience with big data analytics, geospatial data is highly desirable.
• Excellent written and verbal English; good Putonghua is essential.

Responsibilities

• Assist programme management and client liaison for the CorpID PMO.
• Provide secretariat support to the BL/IF governance groups.
• Maintain and update BDAP, DH, GTSA, CCLI, IF thematic pages.
• Analyse usage statistics and stakeholder feedback; suggest improvements.
• Review and prepare IT standards and data analytics procedures.
• Handle general and technical inquiries related to BDAP, DH, GTSA, CCLI, IF and CorpID.
• Assist in IT projects and ongoing maintenance of BDAP, DH, GTSA, CCLI, IF.
• Perform any duties as assigned by supervisor.

Project Nature (T26) This is a contract analyst programmer position responsible for providing on-going IT and administrative support to various activities of digital initiatives, including Big Data Analytics Platform (BDAP), Digital Highway (DH), Government Technology and System Architectures (GTSA) Repository, HKSARG Interoperability Framework (IF), Common Chinese Language Interface (CCLI) and Digital Corporate Identity (CorpID).

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO;

• 1. Assist in programme management and client liaison activities for the Programme Management Office of CorpID.
• 2. Provide secretariat support to the Chinese Language Interface Advisory Committee and the Interoperability Framework Coordination Group.
• 3. Maintain and update the thematic web pages of the BDAP, DH, GTSA, CCLI, IF.
• 4. Analyse service usage statistics, operational information and stakeholder feedback for BDAP, DH, GTSA, CCLI and IF initiatives, and formulate recommendations to improve operational effectiveness, service quality and user experience.
• 5. Monitor, review and prepare procedures, guidelines and best practices relating to IT standards and data analytics.
• 6. Handle general and technical enquiries related to BDAP, DH, GTSA, CCLI, IF and CorpID.
• 7. Assist in IT projects and ongoing maintenance of BDAP, DH, GTSA, CCLI, IF.
• 8. Perform any other duties as assigned by the supervisor.

Requirements The candidates are required to

• 1. demonstrate strong analytical and problem-solving skills with a proven ability to work independently handling and troubleshooting both general and technical enquiries
• 2. experience in liaising with government B/D, public / private-sector stakeholders will be an advantage.
• 3. have hands-on experience on big data analytics, including knowledge in geospatial data analytics is highly desirable
• 4. demonstrate strong communication and interpersonal skills, with the ability to prepare professional documentation, reports, presentations and correspondence in both Chinese and English

Technical Skills:

• - At least 1 year's experience in Windows 7/8/10 (W10);
• - 1 year's experience in Chinese Computing Standards, eg.HKSCS,Big5,Unicode (CCS) is an advantage;
• - 1 year's experience in Geographic Information System (GIS) is an advantage;
• - 1 year's experience in JavaScript Programming (JAP) is an advantage;
• - 1 year's experience in JAVA Programming (JAV) is an advantage;
• - 1 year's experience in Linux System Administration (LIN) is an advantage;
• - 1 year's experience in MySQL (MSQ) is an advantage;
• - 1 year's experience in System Implementation and Maintenance/Support (SIM) is an advantage.

Non-technical Skills:

• - Good coordination skills is a must;
• - At least 1 year's experience in work with the Government (GOV);
• - Good Putonghua is a must;
• - Good written English is a must;
• - 1 year's experience in managing Government IT standards (ITG) is an advantage;
• - 1 year's experience in managing G2B and G2C projects (GBC) is an advantage.

- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;

- At least 3 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
