Job summary

KOS International Limited is seeking a seasoned C&B Operations Manager to lead the HR Services team in Hong Kong. You will oversee payroll, HR operations, and end-to-end employee lifecycle processes, while driving efficiency and governance.

Reporting to the Head of HR, you will champion continuous improvement, standardize procedures, and partner with stakeholders to implement automation and system enhancements that elevate service delivery.

Qualifications

• 12-15+ years in HR with payroll & C&B exposure.
• Proven people management experience to lead a team.
• Strong understanding of payroll processes and HR policies.
• Experience with HR system implementation or transformation is a plus.
• Bilingual in English and Chinese would be advantageous.

Responsibilities

• Lead and coach the C&B operations team, ensuring smooth day-to-day delivery of HR shared services.
• Oversee payroll review and validation processes, ensuring accuracy, compliance, and timely execution.
• Drive continuous improvement initiatives to streamline workflows, enhance service delivery, and improve operational efficiency.
• Review, optimize, and standardize HR processes, policies, and operating procedures across the employee lifecycle.
• Partner with internal stakeholders to identify opportunities for automation, digitalization, and system enhancement.

• Prepare HR operational reports, metrics, and analyses to support management decision-making.

About The Client

Our client is a stable company in the infrastructure sector. They are currently seeking a C&B Operations Manager to join and lead the HR Services team. They are particularly interested in candidates who have grown within HR operations, shared services or C&B environments and possess a continuous improvement mindset, with the ability to challenge existing process, introduce best practices, and elevate the overall HR service delivery model.

About The Role

Reporting to the Head of Human Resources, you will lead a team responsible for delivering efficient and high-quality HR shared services, covering payroll administration, HR operations, employee lifecycle management, and HR governance.

Key responsibilities include:

• Lead and coach the C&B operations team, ensuring smooth day-to-day delivery of HR shared services.
• Oversee payroll review and validation processes, ensuring accuracy, compliance, and timely execution.
• Drive continuous improvement initiatives to streamline workflows, enhance service delivery, and improve operational efficiency.

Requirements

• Degree qualified in Human Resources, Business Administration, or a related discipline.
• 12-15+ years of progressive HR experience, with solid exposure to HR operations, shared services, payroll, and compensation & benefits.
• Proven people management experience with the ability to lead, develop, and guide a team.
• Strong understanding of payroll processes, HR policies, and employment ordinances.
• Demonstrated track record in driving process enhancement, workflow streamlining, and operational improvement initiatives.
• Exposure to HR system implementation, digitalization, or HR transformation projects would be highly advantageous.
• Strong stakeholder management, communication, and problem-solving skills.
• Proactive, detail-minded, and capable of balancing strategic improvements with hands-on operational execution.
• Proficiency in English and Chinese
