Job summary

Hong Kong Housing Society is seeking an experienced IT Procurement professional to manage the end-to-end lifecycle, including requisitions, RFQ, PO issuance, delivery tracking, invoicing and renewals. You will maintain records in line with policies and audits, conduct IT market research, and oversee hardware, software and services procurement.

Strong English/Chinese and independent work ethic are essential.

Qualifications

• Degree in IT, procurement, or related field.
• At least 3 years' procurement experience with RFQ and PO management.
• Experience negotiating contracts and administering contracts.
• Strong English and Chinese communication skills.
• Organised and able to handle multiple procurement cases concurrently.
• Independent worker; senior-level candidates may be considered.

Responsibilities

• Manage end-to-end procurement lifecycle, including requisition, RFQ, PO issuance, delivery tracking, invoicing, payments, contract renewals and asset receipt.
• Prepare and maintain procurement records in compliance with policies and audit standards.
• Conduct market research and sourcing activities for IT purchases.
• Maintain IT procurement categories, including hardware, software and services.
• Support line manager in process improvements, fostering innovation and customer-centricity.
• Generate internal reports and dashboards on spending trends, pricing and supplier performance.
• Coordinate with internal stakeholders and external suppliers for requirements, pricing and delivery.
• Act as a contact point for procurement status inquiries and ensure timely responses.
• Handle ad hoc assignments as required.

Job description

• Manage the end-to-end procurement lifecycle, including purchase requisition, Request for Quotation, Purchase Order issuance, delivery tracking, goods release, invoicing, payments, contract renewal and asset receipt, including the maintenance of Service Contracts in system
• Prepare and maintain accurate procurement records and documentation in full compliance with organisational policies, procedures and audit standards
• Conduct market research and sourcing activities for IT purchases
• Maintain IT procurement categories, including hardware, software and services
• Support the Line Manager in the continuous improvement of procurement processes, fostering innovation and customer-centricity
• Generate internal reports and dashboards on spending trends, pricing and supplier performance
• Coordinate with internal stakeholders and external suppliers for requirement clarification, product updates, pricing and delivery arrangements
• Act as a contact point for procurement status inquiries, ensuring timely and accurate responses to foster a positive user experience
• Handle ad hoc assignments as required

The Person

• Degree holder in Information Technology, Procurement, Supply Chain, Business Administration, Finance or related discipline preferred
• Minimum 3 years of relevant experience in procurement, sourcing, or administrative support roles, with proven exposure to procurement operations
• Strong hands-on experience in RFQ, Purchase Order management, supplier sourcing, contract negotiation and contract administration
• Excellent communication skillsin bothEnglish and Chinese(spoken and written)
• Organised and systematic, with the ability to handle multiple procurement cases simultaneously
• Good team playerwith a problem-solving attitude
• Strong numerical accuracy, timeliness and financial acumen
• Ability towork independent lywhile supporting team goals and working under pressure
• Candidates with more experience will be considered for the post of Senior IT Procurement Support
