Job summary

West Kowloon Cultural District Authority is seeking an Assistant Manager, IT Operation to lead and support the end-user computing environment, oversee outsourced IT providers and ensure delivery of high-quality, business-aligned IT services across the Authority.

The role covers Windows, Mac, Microsoft 365 and Azure administration, vendor management, incident and change management, and ongoing performance improvement.

Qualifications

• University degree in Computer Science, Information Technology, or equivalent.
• At least 5 years of IT industry experience with focus on IT operations and supervision of teams or service providers.
• Strong experience administering Windows, Mac, and Microsoft 365.
• Familiar with cloud computing, virtualization, and mobile device management.
• Ability to manage multiple projects and priorities in a fast-paced environment.
• Business-minded with strong analytical, writing and documentation skills; ITIL knowledge is an advantage; M365 Administrator certification preferred.

Responsibilities

• Administering and supporting end-user computing on Windows, Mac, and cloud platforms (M365/Azure).
• Prepare procurement proposals, papers, technical documents and implementation plans.
• Manage IT operation vendors and service providers, ensuring SLA compliance and performance.
• Provide ongoing technical support and guide the support team.
• Support IT service management processes: incident, problem, change, and service requests.
• Participate in solution evaluations, monitoring, and proactive issue prevention.
• Coordinate teams on Microsoft Teams, Exchange Online and Intune deployments.
• Work with business users to understand requirements and deliver IT solutions.
• Perform other duties as required by the Authority.

Job description

The Assistant Manager, IT Operation will be responsible for managing and supporting the end user computing environment, overseeing outsourced IT service providers, and ensuring the delivery of efficient, high-quality and business-aligned IT services across the Authority.

You will be responsible for:

• administrating and supporting end user computing environment including Windows and Mac platform; as well as cloud platform in Microsoft 365 and Azure;

• assisting in the preparation of procurement proposals, approval papers, technical documents and implementation proposals for management review and approval;

• managing vendors and service providers responsible for IT operation services, ensuring service quality, SLA compliance, operational performance and continuous improvement;

• providing ongoing technical support and guiding support team members to ensure timely and quality service delivery;

• supporting the operation and continuous improvement of IT service management processes, including incident management, problem management, change management and service request management;

• participating in solution and software evaluations, performance monitoring and diagnoses, identifying and preventing potential issues proactively;

• coordinating team members and service providers in the delivery of workplace collaboration and communication tools of Microsoft Teams, Exchange Online and Intune;

• working closely with business users to understand operational requirements, identify practical IT solutions; and

• performing any other duties from time to time as the Authority reasonably directs.

You should:

• possess a recognised university degree in Computer Science, Information Technology or equivalent;

• have at least 5 years of experience in the IT industry with focus on IT operation support, including hands‑on experience in supervising or managing team members, contractors or service providers;

• have strong experience in administering and supporting Windows, Mac, M365, Directory Services will be an advantage;

• familiar with the latest workplace technologies of cloud computing, virtualization, and mobile device management;

• have ability to manage multiple projects and priorities in a fast‑paced environment;

• possess a business‑minded approach with strong analytical, business writing and documentation skills;

• have knowledge of IT service management frameworks, with ITIL certification is an advantage;

• have certification of Microsoft 365 Administrator is preferred;

• have excellent presentation, communication and interpersonal skills; and

• be proficient in written and spoken English and Chinese.
