Recipients of care and their communities are a first and central resource to address public health challenges. Through local community-led monitoring (CLM), recipients of care channel their expertise into action by documenting emerging health issues, showcasing gaps and disparities in accessibility, affordability, and acceptability, and working with local providers to co-create solutions to overcome barriers to health.

The Community-Led Monitoring TA program aims to provide technical support to increase the scale and quality of CLM mechanisms across the three diseases. CLM is defined as the models or mechanisms by which service users and/or local communities gather, analyze and use information on an ongoing basis to improve access to, quality and impact of services, and to hold service providers and decision makers to account.

ITPC is seeking consultants to deliver technical assistance to a variety of partners (communities, CCM’s, other stakeholders) in order to improve uptake and use of CLM, strengthen integration of CLM into disease responses, and generate evidence on the impact of CLM on service delivery and service access.

• Improve uptake and use of CLM by strengthening the capacity of communities to gather, analyze and use granular data on availability, accessibility, acceptability, affordability and quality of HIV, TB and malaria prevention and treatment services;
• Strengthen integration of CLM into disease responses through improved linkages to national strategies, particularly around prevention, care and treatment programs for vulnerable and key populations in HIV, TB and malaria programs, and improve program quality;
• Generate evidence on the impact of CLM on service delivery and service access, collaborating with technical partners, donors and communities to capture best practice approaches, and contribute to the global body of knowledge as well as regional communities of practice.

This involves working closely with communities affected by HIV, TB and malaria, as well as with the Global Fund, PEPFAR, UNAIDS and its partnership.

The deliverables of short/mid-term consultancy on Technical Assistance for CLM are:

• Plan for provision of TA: by working alongside the country partners to finalize their workplan and agree upon learning objectives, source and/or develop the necessary materials; and calendarize the work;
• TA Delivery: Provide the necessary technical support as requested by the country;
• Reporting on TA provided: complete a brief (2 page) write up for ITPC on the nature of the TA provided, the outcomes, and recommendations for next steps.

• An advanced university degree in public health, economics, business, international / public affairs, or any relevant discipline; or an equivalent combination of academic/professional qualifications and experience;
• At least 10 years of relevant work experience;
• International experience, including in an international organization, non-profit or private sector involved in global health;
• Experience working in community-led monitoring, organizing, advocacy and/or service delivery in different contexts;
• Experience and proven ability to work as part of a team to meet targets or deadlines and deliver results within given timeframe;
• Experience synthesizing information and communicating effectively and in a timely manner with important stakeholders.

• Experience drafting and finalizing high-quality summaries, written reports and presentations for diverse audiences;
• Degree of knowledge and familiarity with Global Fund processes;
• Proven project coordination experience across different geographic regions/time zones;
• Ability to work independently in a flexible and virtual NGO environment;
• Experience implementing or creating policy around community-led monitoring and/or community systems strengthening;
• Experience working on human rights and/or gender aspects of HIV, TB and/or malaria; or experience working on broader human rights and/or gender issues;
• Hands-on experience in countries implementing Global Fund grants;
• Monitoring and evaluation experience;

• Strong writing skills, including for TORs, project summaries, progress updates, case studies, advocacy reports and messages, etc;
• Solid speaking and oral communication skills;
• Able to work and communicate with colleagues in a variety of cultures and contexts, with respect for all;
• Able to engage with policymakers and officials in challenging environments;
• Able to adapt quickly to changing contexts, prioritize on an ongoing basis, and deliver on deadline;
• Strong technical experience in community-led monitoring principles and practices;
• Strong knowledge of service delivery approaches;
• Strong orientation to the unique needs of key populations and PLHIV;
• Robust network of relevant experts in both Global North and South;
• Superior verbal and written communication skills in English;
• Familiarity with MS office suite;
• Proficiency with creating compelling presentations, including through using visuals, charts, graphs, etc.
