Job description

OurPractice Manager is retiring after 21 years at the Practice, and we are lookingto recruit an experienced Practice Manager to replace her and to join ourfriendly and well-established Practice. We place astrong emphasis on staff well-being and are focused on maintaining a positivework-life balance and a supportive working environment.

The ideal candidate will have a proven track recordof successfully leading a team, along with solid financial and HR management.You should have experience of strategic leadership and forging innovation alongwith the ability to identify potential opportunities and threats and formulateobjectives and ideas for future Practice development. You will need to be able to remain calm underpressure and focus on the bigger picture.Previous Practice Manager experience or experience working in GeneralPractice or the NHS is highly desirable.

Ideally, we are looking forsomeone to work 30-32 hours a week over 4 days but would consider full-timehours.

Main duties of the job

The role requires someone who is confident inmanaging staff and has strong leadership skills. The individual must be able todemonstrate strong strategic and financial management alongside more generalmanagement including health and safety, IT, HR and quality improvement. Thesuccessful candidate will be assisted by a strong team of managers andsupportive and enthusiastic Partners.

About us

Pershore Medical Practice is a multi-disciplinaryteam with 4 GP Partners and 1 ANP Partner.We are a GP training practice based in the market town of Pershore inWorcestershire with an excellent nursing team including specialist nurses,nurse associates and HCAs. We are adispensing Practice with our own Dispensary and a Clinical Pharmacist supportedby 3 pharmacy technicians. Our clinicianand patients are supported by a competent and committed team of receptionistsand administrators.

The practice cares for around 11,000 patients. Inthe last GP survey, we were proud to be above both the local and nationalbenchmarks in terms of patient satisfaction. We have a Google rating of 4.3stars out of 5.

We achieve highly on QOF, local quality targets andare rated Good by CQC.

We work closely with the 2 other local practiceswithin the Pershore and Upton Primary Care Network (Abbottswood Medical Centreand Upton Surgery).

Strategic management and planning

  • Keep abreast of current affairs and identify potential threats and opportunities
  • Provide Partners with data and info to help develop business strategies.
  • Contribute to practice strategy; formulate objectives and research and develop ideas for future practice development
  • Monitor and evaluate performance of the practice team; identify and manage change
  • Develop and maintain effective communication both within the practice and with relevant outside agencies
  • Set and manage practice budgets and seek to maximise income
  • Through negotiation with NHSE and the ICB and preparation and submission of regular development plans, ensure the practice receives an appropriate and equitable allocation of resources
  • Understand and report on the financial implications of contract and legislation changes
  • Provide financial reports for the Partners including quarterly budget reports and staff costings as required.
  • Oversee the staffing budget and plan for future needs.
  • Manage practice accounts; submit year-end figures promptly and liaise with the practice accountant
  • Monitor cash-flow, prepare regular forecasts and reports to the partners
  • Monitor and oversee income and expenditure statements and purchase/sales ledger transactions
  • Plan and manage partners drawings
  • Oversee the PAYE and pension function for practice staff and ensure appropriate records are kept
  • Manage appropriate systems for handling and recording of cash and cheques and petty cash.
  • Accountant work closely with accountant & provide year end accounts info
  • Manage all aspects of VAT including monthly and annual returns

Human resources

  • Oversee the recruitment and retention of staff and provide a general personnel management service
  • Manage staffing levels within target budgets
  • Evaluate and oversee staff induction and training, and ensure that all staff are adequately trained to fulfil their role
  • Oversee effective staff appraisal and monitoring systems
  • Support and mentor staff, both as individuals and as team members including Team Managers
  • Implement effective systems for the resolution of disputes and grievances
  • Keep abreast of changes in employment legislation
  • Ensure the maintenance of up-to-date HR documentation (including job descriptions, employment contracts and employment policies)
  • Oversee the work of the Deputy Practice Manager and Team Managers including the organisation or regular management meetings. Oversee all teams and deal with complex issues as they arise.
  • Organise and chair management team meetings.
  • Ensure that the focus of the Practice is on staff health and wellbeing whilst also ensuring efficient and cost-effective staffing.

General Organisational Overview

  • Convene meetings, prepare agendas and ensure distribution of minutes as necessary
  • Work closely with the Chair Partner on all aspects of Practice business
  • Oversee the development, review and updating of Practice protocols and procedures as required
  • Ensure that Practice premises are properly maintained and cleaned, and that adequate fire prevention and security systems are in place
  • Oversee the work of the Operations and IT Manager in the procurement of practice equipment, supplies and services within target budgets
  • Oversee the development and review of Health & Safety policies and procedures and keep abreast of current legislation

Patient services

  • Adopt a strategic approach to the development and management of patient services
  • Ensure service development and delivery is in accordance with local and national guidelines
  • Ensure that the practice complies with NHS contractual obligations in relation to patient care
  • Oversee an effective complaints management system
  • Liaise with patient groups/PALS where necessary

Information management and technology

  • Work with the Operations and IT Manager to evaluate and plan practice IT implementation and modernisation

Contract Management

  • Responsibility for the management of all aspects of the GMS and PCN Contracts
  • Keeping the GMS Contract under review and ensuring that the Practice is compliant with contractual requirements.
  • Carrying out scoping exercises and bids for future contracts as agreed with the Partners
  • Having an overview of all Local Enhanced Services contracts

Primary Care Network

  • Manage PCN Contract and ensure all aspects of the contract are actioned at Practice level.
  • Manage and monitor PCN income and expenditure
  • Plan, recruit and manage ARRS roles at PCN and practice level
  • Attend PCN meetings and ensure actions points followed up
  • Work closely with other PMs in PCN, PCN Manager, PCN Lead GP in the Practice and the Clinical Director
  • Main point of contact with ICB & NHSE
  • Communicate PCN developments and initiatives to the Partners and Practice as appropriate

Support for Partners

  • Regular meetings with Partners to plan/review particular areas they are Leads for (eg finance, HR, PCN, QOF)
  • Be available to work with Partners on one-off projects and new developments
  • Be available to support new Partners in all areas of Practice work as needed.
  • Prepare agenda and papers for Partner weekly meetings. Prepare minutes and ensure follow up actions.
Person Specification
Knowledge / Skills
  • Excellent communication and inter-personal skills
  • Appropriate IT skills including Microsoft office
  • Ability to identify and utilise new IT developments including AI.
  • Knowledge of change management techniques and ability to manage change effectively
  • Ability to handle and manage conflict
  • Knowledge of NHS contracts, CQC requirements, and GP practice operations.
  • Understanding of Quality and Outcomes Framework (QOF) and Enhanced Services
  • Proficiency in practice management software (eg EMIS, Docman, AccuRX) is desirable.

  • Experience in financial management, HR, and compliance.
  • Experience of and success at motivating people
  • Experience of team working and the ability to promote team spirit
  • Experience of handling complaints and achieving good outcomes.
  • Experience of overseeing an excellent customer-focused service
  • NHS/Primary Care team leadership experience or team leadership experience in a healthcare setting
  • Experience in setting and managing doctors rota on EMIS Web
  • Experience working within Primary Care Networks (PCNs) and understanding of the PCN contract.
