Job description
Overview

The post holder is responsible for overseeing the provision of strategic and tactical intelligence analysis within establishments in the group. The role includes a leadership and management function in developing the intelligence picture on a range of threats impacting the group. Knowledge of prison operating environments and intelligence practice is essential. This post has line management responsibility for a team of Intelligence Analysts.

Responsibilities, Activities and Duties
  • Oversee policy application and ensure it is followed across the intelligence function.
  • Ensure that intelligence products are prepared by Intelligence Units and delivered to establishments in line with the HMPPS Intelligence Policy, the National Security Framework (NSF) and Local Security Strategy (LSS).
  • Task analysts and act as a conduit between the Intelligence Unit and establishments; ensure terms of reference for intelligence analysis products are appropriate and realistic.
  • Obtain and evaluate information for intelligence analysis for non-routine or sensitive subject or problem profiles; apply structured analytical techniques to create intelligence products to support decision making.
  • Ensure analysis of local MDT results is completed, providing reports to the Head of Security and the local drug strategy committee.
  • Ensure good intelligence analysis is prepared and submitted for use in intelligence-led tasks (e.g., searching, non-random drug testing, mobile phone detector deployment, allocations of dog resources, debriefing, and larger operations requiring regional SOCT and national teams).
  • Act as the group system administrator for Mercury, approving new accounts and ensuring users have signed and understood the SyOPs.
  • Complete monthly quality checks on Mercury reporting content, analysis and processing requirements; provide advice and guidance and initiate performance management where agreed standards are not met.
  • Manage databases (e.g., person of interest, E-List prisoners, nominals, PRAS nominals, organised crime group nominals, visitors of interest) updating with new intelligence and communicating with decision makers to ensure reviews and actions are completed within agreed timescales.
  • Complete quality assurance checks on requested intelligence reports to ensure they are completed, sanitised and disclosed in line with policy.
  • Review and maintain the effectiveness of local analysis processes.
  • Ensure a system is in place for actions from IRs and intelligence products to be communicated and followed up appropriately.
  • Manage access to the PIN phone system, approving new accounts and ensuring back-ups are completed and product is retained in line with timescales; monitor communications including mail, PIN phones and CCTV in adherence to policy and legislation.
  • Act as the nominated point of contact for ViSOR, ensuring processes are in place to update intelligence for partnered prisoners within agreed timescales.
  • Liaise with Heads of Security to advise on tactics (overt and covert) to maximise intelligence collection for problem profiles.
  • Ensure intelligence analysis is provided and represented at local tasking meetings, security committee meetings, IDRM, Safer Custody and other meetings where it informs decision making.
  • Assist the local Counter Corruption Lead; ensure intelligence-related corruption processes are in place and allocated to appropriate cases; perform quality assurance on corruption-related intelligence products; promote a culture of reporting IRs on suspected misconduct.
  • Be the group intelligence subject matter expert; work with regional CT teams to support the pathfinder process and ensure policy adherence; collaborate with group SMT and external stakeholders to ensure analytical products meet needs and act on feedback.
  • Manage relationships: oversee all staff within the Group Prison Intelligence Unit, staff performance and development, and sickness absence management; maintain effective relationships with Security and Operations Custodial Managers, Police Intelligence Officers and other external partners.
  • Foster collaboration between the Prison Intelligence Unit and Regional Intelligence Unit to exploit opportunities in areas such as Organised Crime, Counter Corruption, Counter Terrorism and Covert Activities; act as the first point of contact for external stakeholders.
  • Link with regional SOCT teams as the establishment SME to ensure their involvement is effective; build relationships with the wider analytical community and law enforcement to improve intelligence products.
  • Undertake other management/administrative tasks including contributing to policy development, ensuring consistency of application, and managing devolved budgets related to intelligence within the unit.
  • Ensure a safe working environment for staff and visitors, compliance with health and safety legislation, and timely risk assessments and reporting of faults/non-compliance.
  • Attend relevant meetings to share best practices and promote efficient ways of working.

The duties described are not exhaustive; reasonable alterations and additional tasks of a similar level may be required. Training related to the role will be completed as per HMPPS Intelligence Policy.

Management of People and Relationships
  • Supervise and develop all staff within the Group Prison Intelligence Unit, including performance, development and annual appraisal, and sickness absence management.
  • Maintain strong working relationships with Security, Operations Custodial Managers, Police, and external partners to maximise intelligence exploitation and disrupt criminal activity.
Qualifications and Experience
  • Essential: practical working knowledge of the intelligence cycle.
  • Essential: knowledge of local processes is advantageous.
  • Essential: able user of MS Word and MS Excel; capable of information collation and analysis.
  • Desirable: able to deal effectively with staff at all levels; presentation skills.
  • Security: Level of checks required DBS Standard.
Other Information

Standard full-time hours are 37 per week. MoJ offers hybrid working where suitable. National roles may be based at a MoJ office location. Civil Service reform changes may apply to new joiners. Flexible working patterns are supported where feasible.
