Job summary

Brent Council is seeking a Contract and Quality Manager to lead the water hygiene programme across our housing stock, ensuring safety, compliance, and high standards. You will oversee contractor performance, manage risks, and support gas safety compliance across the portfolio.

The role involves developing strategic compliance plans, managing annual testing/maintenance, and collaborating with internal teams to deliver best value and safe homes for residents.

Qualifications

• Recognised legionella/water hygiene qualifications (ACoP L8 etc), compliance knowledge, and practical experience managing communal water systems to HSG274 is essential.
• Communal gas qualifications desirable, however demonstrated experience within a social housing gas management environment will be considered.

Responsibilities

• Take operational responsibility for compliance across our water safety plant.
• Act as Contract Administrator, Manager, or Supervising Officer for mechanical service-related contracts.
• Develop and deliver strategic compliance plans, policies, and programmes.
• Lead on risk management, audits, inspections, and regulatory reporting.
• Oversee annual programmes for testing, inspection and maintenance.
• Work closely with contractors, consultants, and internal teams to drive quality, safety, and best value.
• Support the Building Safety Manager role and contribute to Building Safety Cases and emerging legislation.
• Embed innovation and sustainability into your compliance strategies.
