Job summary

Cumberland Council is seeking a Service Manager - Waste Collections to lead domestic and trade waste and recycling operations across the Cumberland area, driving modernisation and consistent service delivery.

You will develop policies, manage the budget, and work with elected Members and external partners to design inclusive, efficient waste solutions, while ensuring regulatory compliance and staff development.

Qualifications

• Experience leading waste management or similar operations in a complex organisation.
• Strong understanding of waste legislation and regulatory frameworks.
• Proven ability to manage large budgets and drive service improvements.

Service Manager - Waste Collections

Are you a seasoned leader with a passion for environmental sustainability and operational excellence? Cumberland Council is seeking a dynamic and strategic Service Manager - Waste Collections to lead our domestic and trade waste and recycling operations. In this pivotal role, you will drive the transformation of our services, ensuring they are efficient, modern, and perfectly aligned with the needs of our residents and communities.

Responsibilities:

• Strategic Leadership: Act as an operational lead for waste collection services, implementing policies and driving the development of the Council's integrated waste service model.
• Operational Excellence: Ensure full compliance with all legislative frameworks while optimising service delivery to enhance efficiency across the Cumberland area.
• Financial Stewardship: Manage and optimise the waste collections budget, identifying innovative funding strategies and ensuring rigorous financial performance.
• Service Transformation: Place customer experience at the heart of our service design, removing barriers and fostering an entrepreneurial, innovative culture among your team.
• Stakeholder Engagement: Cultivate professional relationships with elected Members, residents, and external partners to co-design inclusive and joined-up waste solutions.
• Procurement & Risk: Identify expiring disposal contracts in a timely manner and manage the procurement of suppliers, while ensuring robust risk assessment and health and safety compliance across all operations.

Qualifications:

• Degree qualification or equivalent in a relevant discipline.
• Proven experience as a leader within a complex and diverse organisation, with expertise in shaping waste management strategies.
• In-depth knowledge of current waste legislation, regulatory frameworks, and emerging industry trends.
• Strong commercial and financial acumen with a track record of managing large-scale budgets.
• Exceptional stakeholder management skills, with the ability to influence and build consensus across departmental and political boundaries.
