Job summary

Oxford University Hospitals NHS Foundation Trust invites an experienced and organised individual to lead access-related operational processes for the TVS Secure Data Environment Programme. You will own delivery from enquiry through onboarding, ensuring timely, well-governed progress within the NHS data governance framework.

Reporting to the Programme Manager, you will coordinate multiple stakeholders, drive continuous improvement, and ensure alignment with national standards.

Qualifications

• Master’s degree or equivalent experience.
• Foundation Level project/programme management qualification (PRINCE2, Agile, MSP) or equivalent.
• Experience managing or coordinating complex operational processes with multiple stakeholders.
• Experience tracking, prioritising, and progressing work with audit trails.

Responsibilities

• Lead day-to-day management and coordination of the access process for the TVS SDE.
• Ensure the access process operates seamlessly and aligns with national standards.
• Guide requests from enquiry through triage, review, decision tracking, fulfilment, onboarding, active use and closure.
• Maintain accurate records, actions, and audit trails; report progress to programme management.

Job description

We are seeking an experienced and organised individual to join the Thames Valley and Surrey (TVS) Secure Data Environment (SDE) Programme, hosted by Oxford University Hospitals NHS Foundation Trust (OUH), to lead access‑related operational processes across the programme. This role offers the opportunity to be an integral part of leading and developing innovative solutions that will transform scientific research and healthcare delivery within the NHS. The TVS SDE manages access to routinely collected health and care data and associated services for approved research and planning purposes. The access service guides applicants from their initial enquiry through to the safe, lawful, and well‑governed use of data within the environment, ensuring a consistent and transparent process for all stakeholders. Working with a high degree of independence, the successful candidate will take ownership of the delivery and continuous improvement of the access service, being accountable for activities from enquiry and triage through to review, decision tracking, fulfilment, onboarding, active use, and closure. The access process is a pivotal element of the TVS SDE, and the effective management of this is a vital contribution towards the success of the overall service. Reporting to the Programme Manager and accountable to the Senior Programme Manager, the post holder will take ownership of the day‑to‑day management and coordination of the access process for the TVS SDE. Working with a high degree of independence, they will ensure the access process operates seamlessly and aligns with national standards, organisational goals, and user needs. This includes ensuring requests to use data and services for approved research and planning purposes progress through the appropriate stages in a timely, consistent, and well‑governed way.

• Educated to Master's degree level or equivalent experience.
• Project/Programme management Foundation Level qualification (eg PRINCE2, Agile, MSP) or equivalent experience., Project/Programme management Practitioner Level qualification (eg PRINCE2, Agile, MSP), Relevant, demonstrable experience managing or coordinating complex operational processes or services involving multiple stakeholders, stages, and dependencies.
• Extensive expertise tracking, prioritising, and progressing work through defined processes while maintaining accurate records, actions, and audit trails.
• Proven expertise leading assurance processes, taking responsibility for providing information and ensuring that decisions and actions are recorded clearly.

• Working in an NHS, research, data, digital, or secure data environment.
