Essex Highways manages a network of 5,000 miles of roads and footways, operating as a partnership between Essex County Council and a contractual partner. The Opportunity

The Technician is responsible for executing planned works within Essex Highways, supporting the coordination of resources to deliver maintenance programs in line with ECC strategies and policies. This role involves supporting investigation, design, planning, programming, and monitoring of maintenance works, maximizing value for money by working with staff, operatives, supply chain partners, and stakeholders.

Accountabilities

1. Support the implementation of policies and procedures related to Health and Safety, Environmental, Quality, and Construction Design to minimize work-related injuries.
2. Provide timely and accurate advice to senior leaders, councillors, and the public on highway matters, responding to complaints to meet targets and standards.
3. Assist in budget monitoring to ensure value for money.
4. Contribute to ordering work and services to ensure timely and within-budget delivery of future programs.
5. Act as an expert witness at Crown Court, Public Inquiries, and Hearings, preparing detailed evidence and liaising with legal teams.
6. Participate in the identification, design, planning, programming, and ordering of works and services.
7. Identify future schemes and service opportunities for platform development.
8. Ensure team responsiveness to queries and complaints, meeting relevant targets and standards.
9. Understand the functions and objectives of Essex Highways and how your responsibilities align with them.
10. Meet individual and team targets as outlined in the performance framework.

The Experience You Will Bring

1. Educated to RQF Level 3 ('A' level) or equivalent, with experience in Highways.
2. Demonstrated ongoing professional development; membership of a relevant professional institution is desirable.
3. Knowledge of design procedures, standards, engineering techniques, and specialist software.
4. Understanding of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
5. Strong written and verbal communication skills, with the ability to develop effective relationships.
6. Knowledge of financial management, including budgeting and controls.
7. Ability to build relationships with internal and external stakeholders.
8. Capability to prioritize tasks, manage performance, and seek feedback for improvement.
