Job summary

Babcock is seeking a Technical Competence Manager at HMNB Clyde Faslane to lead strategic technical competence across Fleet Engineering and support future submarine programmes. Hybrid working is available with regular on-site presence required, especially in the first year.

You will design and lead competency-based training, manage a multi-disciplinary team, and collaborate with senior stakeholders to deliver safe, high-quality engineering training aligned with regulatory standards.

Qualifications

• Proven experience designing and leading competency-based training and assurance frameworks in safety-critical engineering.
• Experience managing technical training or competence teams across multi-discipline workforces.
• Strong capability in training needs analysis, job and task analysis, and risk-based gap assessment.
• Experience developing auditable competence management systems and technical training materials.
• Track record of influencing senior stakeholders and delivering sustainable training solutions.

Responsibilities

• Lead the delivery of a competency-based training and assurance framework, ensuring staff are trained, assessed and verified.
• Manage and develop the technical competence and training team across multiple engineering trades.
• Analyse training needs and competence gaps through risk-based reviews, job and task analysis.
• Develop and assure technical training plans, learning materials and competence records to regulatory standards.
• Engage with senior leaders, auditors, suppliers and partners to support assurance activities and technology transitions.
