Job summary

Oxfordshire County Council is seeking an experienced Registration Officer with strong technical expertise and deep knowledge of Registration law and practice. You will interpret General Register Office guidance and lead a team of Registration Officers to deliver accurate registrations.

As Technical Area Manager, you will manage recruitment, induction, mentoring and wellbeing, while ensuring high customer service standards and strict compliance.

Job description

bout the Role

We are seeking an experienced Registration Officer with substantial technical expertise, detailed knowledge of Registration law and practice, and a proven ability to interpret and apply General Register Office guidance accurately and consistently.

You will provide leadership and line management to a team of Registration Officers, overseeing recruitment, induction, mentoring and coaching, staff wellbeing, performance and development meetings, and attendance management to support a high-performing and customer-focused team.

You will provide technical advice to members of your team, and to other colleagues and customers on complex Registration matters, and will ensure that registrations are carried out accurately and within the prescribed legal frameworks.

You will be responsible for the management and control of secure Registration stock across three offices, ensuring compliance with General Register Office requirements and maintaining the highest standards of security and accountability.

You will also work closely with the Business Support Manager to ensure that issues relating to property and equipment are reported quickly and managed effectively.

Your work base will be one of the Witney, Banbury or Bicester Registration Offices, but you will also be required to work in the Oxford Register Office on a fortnightly basis. The ability to travel independently to the four offices regularly is required.

This is a very busy and varied role in which you will be responding to technical queries and meeting customers who have individual needs and circumstances, and you will need to adapt quickly to changing and sometimes challenging circumstances.

About you

As a Technical Area Manager, you will be an experienced Registration professional, experienced in taking customer appointments to register births, deaths and stillbirths, and in taking Notices of Marriage and Civil Partnership. Experience of conducting and registering marriage and civil partnership ceremonies would be advantageous.

You will possess exceptional attention to detail and a commitment to maintaining the highest standards of accuracy, ensuring both you and your team deliver excellent customer service at all times.

You will enjoy working directly with members of the public during the registration of significant life events and will be skilled at guiding customers through complex legal and administrative processes with sensitivity and care.

You will be confident in using Microsoft Office, as well as an electronic diary management system and the RON and DRS registration programs.

You will be comfortable making informed decisions, exercising sound judgement and using your initiative to resolve issues and achieve positive outcomes for customers and colleagues.

You will be compassionate and supportive and have a genuine interest in developing team members and enabling them to achieve their potential.

You will be adaptable and resilient, recognising that Service demands can change at short notice. A flexible approach is therefore essential, with the ability to work across different locations and respond effectively to changing operational and staffing requirements.
