Directorate: Corporate Functions – Human Resources

Salary: £31,549 - £33,126 per annum, depending on skills, experience and qualifications

London Weighting Allowance: £3,217 per annum for those based in London

Contract: Full-time, Permanent

Working pattern: Hybrid (minimum 2 days per week in the office, 40%)

Location: Preferred location is London (where the majority of the team and stakeholders are based), but we will also consider applicants who can work from our Cardiff, Edinburgh or Belfast offices. Regular travel to London will be required.

We are seeking an experienced and proactive in-house Talent Acquisition Adviser to join our friendly and supportive HR team at an exciting time of organisational growth and transformation.

The Electoral Commission is the independent body that oversees elections and regulates political finance in the UK. Our mission is to promote public confidence in the democratic process and ensure its integrity.

As we implement our new five-year Corporate Plan, including a new pay structure, performance-based progression, and an increase in organisational headcount of nearly 40%, our Talent Acquisition team will play a pivotal role in shaping our future workforce. We are modernising our recruitment approach to be more agile, inclusive and skills-focused, while maintaining a positive candidate experience.

This is a fast-paced, hands-on role during a period of significant growth. We are looking for someone who can quickly get up to speed, build strong relationships with hiring managers, and deliver high-quality recruitment outcomes from day one.

What you will do

In this role, you will manage the full recruitment lifecycle across a wide variety of roles. You will partner with hiring managers to deliver a professional, fair and inclusive hiring experience, while contributing to strategic talent initiatives to enhance how we attract and retain diverse talent.

You will:

  • Lead end-to-end recruitment activity from job design to onboarding
  • Develop tailored attraction strategies to build diverse and skills-focused talent pipelines
  • Support the continuous improvement of our attraction, selection, and onboarding processes
  • Advise hiring managers on inclusive recruitment practices
  • Support employer branding and outreach activity, including careers events and widening participation initiatives
  • Help develop early careers pathways such as apprenticeships, internships, graduate schemes, and secondments
  • Contribute to forward workforce planning and talent pipeline development
  • Champion candidate experience and ensure ethical, bias-free recruitment practice in line with current legislation

Who we are looking for

We are seeking an experienced in-house Talent Acquisition or Recruitment professional with a strong track record of delivering end-to-end recruitment within an organisation. Please note: we are not seeking candidates whose experience is solely agency-based.

You will bring:

  • Recent and relevant experience of managing end-to-end recruitment in an in-house setting
  • Ability to hit the ground running and deliver high-quality hiring outcomes in a fast-paced environment
  • Experience managing multiple vacancies and using applicant tracking systems (ATS), with an understanding of how data can inform recruitment decisions
  • Excellent communication and stakeholder management skills, with the ability to build trusted relationships and advise hiring managers
  • A passion for delivering an excellent and inclusive candidate experience
  • An interest in modern, skills-first and bias-reducing recruitment practices
  • A proactive, improvement-focused mindset with the ability to contribute ideas and solutions
  • The ability to balance operational delivery with longer-term strategic thinking

Pay Progression

A new pay structure will be launched in July 2025, introducing performance-based progression on top of any inflationary increase for staff who have completed six months’ service at the progression rating date (31 January).
