Voi is seeking an experienced PMO/tender leader to shape and govern the end-to-end tender lifecycle across international markets. You will work with Legal, Operations, Tech, and Content to ensure compliant, compelling proposals that meet regulatory and operational standards.

You will lead pre-tender planning, establish robust PMO practices, coordinate stakeholders, and own post-tender reviews to strengthen governance and compliance libraries. English proficiency is essential.

Qualifications

• 6+ years of experience in PMO, bid or tender management, or complex project management.
• Experience with public-sector procurement, B2G environments, mobility, or another highly regulated industry.
• Strong knowledge of public procurement processes, regulatory frameworks, and compliance standards across international markets.
• Proven experience applying PMO tools and methodologies, such as RACI frameworks, risk matrices, and milestone mapping.
• Excellent written and spoken English; additional European language skills are an advantage.
• A Bachelor's degree in Business Administration, Law, Engineering, Public Policy, or equivalent practical experience.
• A recognised project or bid management certification, such as PMP, PRINCE2 or APMP, is desirable.

Responsabilités

• Own the end-to-end tender lifecycle from market preparation to final submission.
• Coordinate with Legal, Operations, Tech, and Content for compliant, compelling proposals.
• Lead pre-tender planning, including market research and readiness milestones.
• Establish and run robust PMO practices across tenders with kick-offs and risk reviews.
• Coordinate cross-functional stakeholders with clear ownership and timely decisions.
• Review responses against local procurement rules and legal requirements.
• Oversee tender demonstration phases and preparations for hardware/software showcases.
• Maintain tender reporting for executives, highlighting milestones and risks.
• Lead post-tender reviews to strengthen governance and compliance libraries.
