Job summary

Harlow District Council is recruiting a Pre-Construction Team Manager to support its Housing Capital Works programme. The role involves shaping the early-stage refurbishment and component replacement works across occupied council homes, with on-site presence 2-4 days per week.

You will coordinate surveys, feasibility studies and ensure schemes are properly scoped, costed, compliant and ready for tender. Working closely with housing, asset management and procurement teams, you will lead on

Qualifications

• A minimum of 5 years' experience in a similar role with either a housing association or local authority.
• Experience managing housing refurbishment projects and multi-million-pound contracts (£3-5m).
• Experience managing a team, including Project Managers and Resident Liaison Officers.

Responsibilities

• EffectiveTeamleadership and managementof the team, delivering the required outputs for HOPS and residents.
• Support delivery and compliance with all applicable asset managementlegislative and regulatory obligations.
• Lead on the development of intelligent Major Works programmes utilisingaccurate, reliable data, systems and reporting.
• Supporting the delivery of accurate and effectivebudget planning, management and forecasting.
• Effectivecollaborative workingwith other colleagues and teams delivering the required outputs for SHP and residents.
• Leading and supporting the delivery ofservice improvementprojects delivering the required outputs for HOPS and residents.
