Job summary

JDT UTILITIES Ltd is seeking a Head of Reinstatement, Aggregates and Waste in Westerham. You will lead the reinstatement, aggregates and waste networks, directing staff and external supply chains to deliver on time, safely and within budget across multiple client frameworks.

You will drive commercial control of budgets, optimise recycling loops at Waste Transfer Stations, and ensure alignment with DESNZ environmental targets.

Qualifications

• 7+ years senior operational management experience within a UK utility or highways provider.
• NRSWA / Street Works Supervisor Qualification (Full Dual Certification).
• IOSH - Leading Safely Certification.
• SHEA Gas and Power Registration & Full SGN System Registration Credentials.
• Deep technical mastery of environmental permitting, waste exemptions, and Duty of Care legislation.
• Proven experience handling carbon tracking metrics or DESNZ alignment.
• Chartered Membership with CIWM.

Responsibilities

• Lead reinstatement, aggregates and waste networks department with authority over staffing and external supply chains.
• Direct commercial control of reinstatement budgets and material logistics to maximise cost-efficiency.
• Strategically optimise Waste Transfer Stations for recycling and minimize landfill charges.
• Align earthworks and backfilling with DESNZ targets and green procurement strategies.
• Coordinate with Heads of Operations to build circular scheduling and optimize logistics.
• Maintain strong relationships with clients, Local Authorities, Highways Agencies and regulators.
• Own performance monitoring and ensure KPI adherence across projects.
• Oversee the data layer and reporting to Board with weekly, monthly and quarterly visibility.
• Maintain safety metrics and use inspections to target zero safety incidents.
