Opus People Solutions is recruiting a Financial Services Manager for a Local Authority client in Redditch. Role is 37 hours per week with hybrid working (1 day on-site weekly) and initial 6+ month contract.

You will lead Finance, Payroll, Exchequer and Insurance teams, drive budget processes, treasury management, and statutory year-end activities, while delivering strategic financial guidance and robust governance.

Qualifications

• Significant post-qualification experience within Local Government finance.
• Experience managing and developing finance teams and overseeing service delivery.
• Experience in revenue and capital budgeting, monitoring and planning.
• Statutory accounts preparation, year-end closedown and external audits.
• Treasury management, capital accounting and financial governance.
• Risk management frameworks and corporate reporting.
• Producing and presenting reports to senior officers and committees.
• Building relationships with stakeholders across complex organisations.
• Providing strategic financial advice to senior leadership teams.

Responsabilités

• Lead the Financial Services function across a shared service arrangement supporting two councils.
• Manage Finance, Payroll, Exchequer and Insurance teams and ensure day-to-day service delivery.
• Support long-term financial planning and alignment of resources to corporate priorities.
• Oversee annual budget setting, budget monitoring and financial performance reporting.
• Manage capital programmes, capital accounting and treasury management activities.
• Support the production of statutory accounts and year-end closedown processes.
• Provide financial advice and challenge to senior managers, directors, and elected members.
• Prepare and present reports to committees, senior leadership teams and key stakeholders.
• Lead on risk management and maintain corporate risk registers; drive CI and governance.
