Opus People Solutions is recruiting a Financial Services Manager for a Local Authority client in Redditch. Role is 37 hours per week with hybrid working (1 day on-site weekly) and initial 6+ month contract.

You will lead Finance, Payroll, Exchequer and Insurance teams, drive budget processes, treasury management, and statutory year-end activities, while delivering strategic financial guidance and robust governance.

Qualifications

• Significant post-qualification experience within Local Government finance.
• Experience managing and developing finance teams and overseeing service delivery.
• Experience in revenue and capital budgeting, monitoring and planning.
• Statutory accounts preparation, year-end closedown and external audits.
• Treasury management, capital accounting and financial governance.
• Risk management frameworks and corporate reporting.
• Producing and presenting reports to senior officers and committees.
• Building relationships with stakeholders across complex organisations.
• Providing strategic financial advice to senior leadership teams.

Responsabilités

• Prepare and present reports to committees, senior leadership teams and key stakeholders.
• Lead on risk management and maintain corporate risk registers; drive CI and governance.

Please see a high-level overview of what the position involves below:* Leading the Financial Services function across a shared service arrangement supporting two sovereign councils* Managing Finance, Payroll, Exchequer and Insurance teams and ensuring effective day-to-day service delivery* Supporting the development of long-term financial planning and ensuring resources are aligned to corporate priorities* Overseeing annual budget setting, budget monitoring and financial performance reporting* Managing capital programmes, capital accounting and treasury management activities* Supporting the production of statutory accounts and leading finance input into the year-end closedown process* Providing financial advice and challenge to senior managers, directors and elected members* Preparing and presenting reports to committees, senior leadership teams and key stakeholders* Leading on risk management activities and supporting the maintenance of corporate risk registers* Driving continuous improvement, value for money initiatives and the development of financial systems and processes* Supporting both internal and external audit requirements and ensuring strong financial governance and controlsThe ideal candidate will have experience with:* Significant post-qualification experience within a Local Government finance environment* CIPFA or other CCAB qualification (or significant progress towards qualification)* Managing and developing finance teams and overseeing service delivery* Revenue and capital budget setting, monitoring and financial planning* Statutory accounts preparation, year-end closedown and external audit processes* Treasury management, capital accounting and financial governance* Risk management frameworks and corporate risk reporting* Developing or improving computerised financial systems and processes* Producing and presenting reports to senior officers, elected members and committees* Building strong relationships with stakeholders across complex organisations* Providing strategic financial advice to senior leadership teamsIf this role is of interest to you, please submit a copy of your CV and a mobile number.
